Major Duties

This position is located in the Legal Service Center, which is responsible for providing legal advice and counsel for all programs and activities located within the geographic jurisdictions covered by the Center.  The incumbent has primary responsibility with respect to personnel legal issues and may have additional responsibilities within the Legal Service Center.  The incumbent provides legal advice and assistance with regard to employment, labor relations, personnel law, EEO, arbitrations and unfair labor practices within the jurisdiction of the Regional Office and the Administrative Service Center.  The incumbent also advises management on issues pertaining to performance, misconduct, labor relations, adverse actions and other personnel issues.  Frequently provides advice on human resources issues to key staff and officials within the geographic jurisdiction of the Legal Service Center, including Regional Directors, Field Office Directors, and program office directors and Headquarters staff as necessary    Issues usually involve highly complex legal, sensitive, significant, or policy-making matters.  With respect to litigation duties, assists the Department of Justice and Offices of the United States Attorney in federal court hearings on employment matters and serves as Agency Counsel in administrative hearings and forums, including the Merit Systems Protection Board, Federal Labor Relations Authority, Equal Employment Opportunity Commission and the Office of Special Counsel.

Qualifications

For GS-14:

First professional law degree (LL.B. or J.D.) plus four (4) years of specialized legal experience, at least one year of which must be at a level of difficulty comparable to GS-13.

OR

Second professional law degree (LL.M.) plus three (3) years of specialized legal experience, at least one year of which must be at a level of difficulty comparable to GS-13.

SPECIALIZED EXPERIENCE: Legal experience handling employment matters pertaining to performance, misconduct, labor relations, and/or equal employment opportunity, or other program issues in the areas of fair housing,  real estate issues and litigation.  Experience in representing agency or employer in administrative hearings or similar bodies. 


In addition to meeting the above Qualification Requirements, all applicants MUST provide evidence of active membership in good standing in the bar of a state or territory of the United States or of the District of Columbia or the Commonwealth of Puerto Rico.
