APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining unit position.
WHO MAY APPLY: All qualified Missouri traditional guard members and those eligible for enlistment, appointment or transfer into the Missouri Army National Guard.
NATIONAL GUARD MEMBERSHIP REQUIRED: This is an Excepted position that requires active membership in a compatible skill in the Missouri Army National Guard and wear of the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. MILITARY REQUIREMENTS: Selected candidate will be required to be in a compatible military assignment prior to effective date of placement.

4. Are you currently a member or have prior service in the US Military and have held or eligible to hold upon immediate appointment the military grade of Lieutenant Colonel (O-5) with a date of rank on or after 21 August 2006?

5. Managed the overall operational aspects of a parent training center to include long and short range planning and directing the operation, maintenance, repair, rehabilitation, and construction of all real property.
6. Oversaw all installation training center facilities, utilities, buildings, structures, roads, ranges, water systems, disposal systems, sewage systems, bridges, communications and electrical systems.
7. Oversaw the development and implementation of the Training Center Master Plan and Range Development Plan in close coordination with the facilities engineering, other directorate staffs, and other DOD agencies to ensure long-term capabilities were available to support national defense initiatives.
8. Oversaw satellite training centers, providing supervision to the center supervisors and their staffs.
9. Provided advice, guidance and oversight to satellite staff on matters pertaining to supply and training support activities and in coordinating and conducting pre-camp conferences with higher headquarters staff personnel and organizational commanders.
10. Provided second level supervision in all human resource matters.
11. Ensured the provision of supply, support to troops, and training at the installation to include requirements, procurement, storage, issue and control of ammunition, POL, Station property, cantonment supply and billeting, and transportation motor pool operations.
12. Managed a variety of funds including program management of Range and Training Program (RTLP) funds and Integrated Training Area Management (ITAM) funds.
13. Coordinated with the Directorate of Facilities Engineering for agricultural out lease funds, Military Construction (MILCON & UMI) funds, and Base Operations (BASEOPS) minor construction/maintenance and repair funds.
14. Ensured that funds provided were expended as directed within terms of the law or other agreements and that sound management principles are used to assure maximum utilization of all resources.
15. Determined the format and content of agreements necessary to define and provide for the support and services required by all tenant activities.
16. Directed the development of regulations, procedures and operating instructions tailored to the specific needs of the training center and addressed such functions as logistics and facilities management, range operations, administrative requirements, etc.
17. Implemented programs to ensure compliance with all environmental and natural resource regulations established by Federal, state, and local agencies.
18. Maintained direct dialogue with regional EPA representatives concerning pending legislation affecting current and future national defense initiatives at the training centers.
19. Ensured that the installation had the requisite noise abatement program, noise complaint processing system and follow up reporting program.
20. Ensured required environmental documentation such as Installation Natural Resource Management Plans, Cultural Resource Management Plans, and historical holdings were current and available for public review.
21. Ensured the continuous operational mobilization readiness of the training center and the operational ability on short notice (less than 24 hours) to support state and federal agencies in support of national defense initiatives.
22. Maintained notification roster for call up of key personnel for immediate operational support.
23. Oversaw the development and implementation of peacetime aspects of the training center mobilization mission to include preparation and maintenance of the installation mobilization plan and mobilization information packet.
24. Ensured the development and implementation of plans to prepare personnel assigned to the training center to receive mobilized units; fill requisitions; direct actions to support personnel and provide equipment to enhance operational status of deployed units.
25. Coordinated, supervised, and conducted pre-camp conferences with higher headquarters staff personnel and organizational commanders.
26. Attended meetings, communicated and coordinated with Federal, state, and city officials and civic organizations for the purpose of obtaining public services, planning for future needs, and discussing community problems or development plans that affect training center operations and the community.
27. Interacted with the local media and handled sensitive public relations problems.
28. Responded to congressional inquiries concerning legislation that had potential impact on current and future training center operations and training.
29. Developed procedures and implemented programs to ensure the physical security and safety of the employees, tenants, facilities, and property of the installation Training Centers.
30. In coordination with troop commanders, directed the establishment of recreational centers and provided recreational equipment in support of troop welfare programs.
31. Directed, coordinated, and oversaw the work of subordinate supervisors.
32. Planned and scheduled work to be accomplished by subordinates, set and adjusted short-term priorities.
33. Assigned work in consideration of employee skills and mission requirements.
34. Exercised significant responsibilities dealing with command headquarters personnel, senior commanders, and staff officers of other units, organizations, and commands.
35. Advised high-ranking management of functions, activities and services provided.
36. Advised, counseled, or instructed employees on work and administrative matters.
