This position is located in the Region 5, Fire and Aviation Management Staff, Aviation Group and provides lead plane, air transportation and other pilot services in the suppression of wildland fires within California, and occasionally throughout the United States.

Position may be filled as a career ladder (GS-2181-9/11/12) or could be filled at the full performance GS-12 level.  If selection is made at the GS-9 level, the selectee will be a co-pilot in training with assignments designed to prepare the incumbent to perform the duties and responsibilities of the full performance (GS-12) level.

This position is a Testing Designated Position (TDP) under the USDA Drug Free Workplace Program.  The applicant tentatively selected for this position will be required to submit to a urinalysis to screen for illegal drug use prior to appointment unless they currently occupy a TDP under the USDA Drug Free Workplace Program.  If the tentative selectee does not currently occupy a TDP under the USDA Drug Free Workplace Program, the following conditions of employment apply to this position:  (1) Receipt by agency of a negative drug test.

Final appointment is conditional on a negative drug test.  This announcement constitutes 30 days advance notice.  Incumbent will be required to submit to urinalysis to screen for illegal drug use on an ongoing basis after appointment, as directed. 

Transfer of Station (Relocation) expenses will not be paid except for current permanent career or career conditional employees

The USDA Forest Service has legislative authority to recruit and fill Permanent (Career-Conditional), and Term Appointments under the USDA Demonstration Project. Under this Project, interested individuals need not have present or previous status as a Federal employee in order to apply.



Major Duties

Serves as pilot-in-command of light, multi-engine airplanes in accomplishing fire lead plane missions. Evaluates retardant requirements, leads retardant delivery aircraft in and out of the hazardous drop zones, and evaluates retardant effectiveness. Scouts and reports fire progress and behavior, and assesses effectiveness of suppression efforts. Assists in formulating plans to control the fire while operating aircraft within the incident environment.

As pilot-in-command of both twin and single engine aircraft, transports passengers and cargo, including Regional Forester and staff members, and other Regional employees. Transports fire suppression and. overhead personnel throughout the United States. Pilots aircraft during instrument meteorological conditions. Lands and takes off from marginal back country airstrips in remote areas. Operates aircraft day and night, often in adverse weather conditions, over uncharted courses where navigation aids are not always available.

Acts as pilot-in-command or technical representative for specialized aviation missions such as photography, aerial detection, seeding, spraying, dropping of smokejumpers or cargo, aerial surveys, etc.

Pilots a variety of models at low altitudes and varying speeds over unfavorable terrain to a variety of unfamiliar locations during both day and night periods. Operates from confined or isolated areas under instrument flight techniques. Pilots heavy multi-engine aircraft to various destinations using instrument flight rules to transport supplies and equipment.

Plans extended flights requiring the analysis of present and future weather conditions along the route, avoiding unfavorable weather, and considering alternate routes and destinations. Secures the necessary clearance and navigates by use of aeronautical charts, compass, and terrain features under visual flight conditions.

Schedules and performs standard functional tests on light single- or twin-engine airplanes and helicopters to determine whether aircraft systems are operating correctly. Performs checks after repairs, replacements of damaged or worn components, extensive maintenance, or approved modifications have been made to the aircraft systems. Verifies that predetermined flight and performance characteristic have been restored.

Makes preflight checks of flying weather conditions at points of departure, along the route and at destination. Maintains accurate logs of flights, including passengers, cargo, landing points and hours of use, fuel and oil consumed, hours worked and all related administrative services. Services own aircraft with gas and oil, and makes minor operating adjustments. May be directed to perform first and second echelon maintenance (care and cleaning with minor inspection and repair) of aircraft as directed by supervisor.

Participates in investigating accidents and incidents involving aircraft engaged in performing missions for the Forest Service.

Participates in the development of new aviation plans, schedules, or methods to accommodate changing program requirements. Identifies objectives based on an analysis of interrelated issues of effectiveness, efficiency, and productivity of program operations or substantive administrative support functions. Determines an approach to achieving objectives, identifies specific steps, and decides on meetings, information, and other input.

Assists in developing, organizing, and implementing functional short- and long-range plans. Estimates resources required. Revises program operations for consistency with strategies and program emphasis.

Flight Experience Requirements:  Applicants must demonstrate possession of the knowledge and skills required for the work by meeting certain minimum flight hour requirements, including recency of flight experience.  The categories in which candidates are required to demonstrate proficiency relate to the general knowledge and skills to pilot the aircraft, and the specific knowledge and skills related to the particular position being filled.

SELECTIVE PLACEMENT FACTOR:  As a selective factor, applicants must possess or possess at the time of appointment,  a FAA Commercial Pilot Certificate with multi-engine land (MEL) and instrument ratings, or a FAA Airline Transport Pilot Certificate with a MEL rating.   Applicants will also need to possess or possess at the time of appointment, a current first or second class medical certificate, and possess minimum flight hour requirements.

Additional Flight Experience Qualifications Desired: FAA or military equivalent flight instructor ratings and actual flight experience in airplanes to include single-engine, multi-engine, and instrument airplane. Applicants need to submit the appropriate paperwork with their application to document the required flight experience and any additional flight experience.  Prior to appointment,selectee may be required to provide log book entries to verify required flight hours.

CONDITION OF EMPLOYMENT:

1. Applicants must provide a copy of the following certificates and/or ratings with their application:    A current first or second-class medical certificate in accordance with Federal Aviation Administration (FAA) regulations; and A current valid commercial pilot certificate with airplane single and multi-engine land, and instrument airplane ratings.

2. A pre-hire flight evaluation of prospective candidate(s) may be conducted.  The evaluation will consist of an oral interview, flight simulator check, and/multi-engine instrument competency check.

3. Applicants may be required to submit to a background check as required by the U.S. Department of Transportation, Federal Aviation Administration, Pilot Records Improvement Act of 1996 (Advisory Circular 120-68)

INTERNAL CANDIDATES: Up to one-fourth of the total flight hours may be waived for candidates who have demonstrated the knowledge and skills needed to perform the work, provided: (1) they hold the certificates and ratings required; (2) they have acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; (3) they meet the requirements in terms of level and quality of experience, AND; (4) their flying history indicates they are qualified for the position.

For inservice placement actions, up to 25 hours of the night flying requirement may be waived if the candidate demonstrates the ability to perform the work. Up to 50 hours of the flying time required in the last 12 months may be waived if the candidate's background reflects the ability to perform the duties of the position safely.
