The Department of Justice (DOJ), Office of the Inspector General (OIG) is one of the premier federal Inspector General offices with a prestigious team of professionals. The OIG performs audits, evaluations, investigations and special reviews of the personnel and programs of the DOJ components.

Located in the OIG’s Audit Division Financial Statement Audit Office (FSAO), this position will afford the successful candidate an opportunity to make the Department of Justice more efficient and effective by conducting sophisticated program and financial reviews and assessing the Department’s efforts to protect its information systems and data. The FSAO oversees and issues the annual financial statement audit reports required by the Chief Financial Officers Act of 1990 and the Government Management reform Act of 1994, based on the work performed by independent public accountants. The audits are first performed at nine DOJ reporting components and the results consolidated in the DOJ’s annual Performance and Accountability Report. Major Duties

DUTIES:(The duties described reflect the full performance level of this position)The incumbent serves as an Auditor with responsibilities that include, but are not limited to, the following duties: provides oversight of financial statement audits of Department of Justice components, which are performed by independent public accountants. Monitors the quality of work performed, including review of audit plans, programs, and work papers, with necessary feedback provided to the contractors. Operates independently in providing day-to-day monitoring of independent public accountant's work. Ensures audits are performed in accordance with applicable auditing standards. Also, reviews, revises, and prepares audit reports. Researches technical issues.Performs site visits to evaluate contractor's work. Performs contract related work, including preparation of statement of work, reviewing contractor proposals, participating in Technical Selection Panels for selection of contractors, reviewing bills for payment, and preparing other contracting related documents as needed. Routinely represents the Office of the Inspector general at meetings with senior Department officials, participates in Department-wide or Government-wide tasks forces on technical issues, and provides assistance to performance audits as needed. May also perform audits, including small performance audits or sections of financial statement audits, including small contracts to ensure satisfactory progress, to ensure compliance with the terms and conditions of the contract, and to identify problems that threaten contractor performance.

KNOWLEDGE, SKILLS, AND ABILITIES:(The KSAs below may not apply at all grades)

Ability to perform financial statement audits or provide oversight on financial statement audits performed by independent public accountants.

Ability to communicate effectively in writing.

Ability to communicate effectively orally.

Knowledge of Federal Government accounting practices, procedures, and audit standards.

Knowledge of Federal contracting.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Grade 11: BASIC REQUIREMENTS

A. Applicants must show successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester/36 quarter hours in accounting. The 24 semester/36 quarter hours may include up to 6 semester/9 quarter hours of credit in business law. (The term "accounting" means "accounting and/or auditing". Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor".)

OR

B. Combination of education and experience--at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:

--Twenty-four semester/36 quarter hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 semester/9 quarter hours of business law;

--A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

--Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester/22 quarter hours, but that does not fully satisfy the 24-semester-hour/36-quarter-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the four-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester/36 quarter hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

ADDITIONAL EXPERIENCE AND EDUCATION REQUIREMENTS

In addition to meeting the basic entry qualification requirements, applicants must have had either specialized experience and/or directly related education in the amounts shown below. Education and experience may be combined to meet the total experience requirements.

1. The applicant must have completed three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree when it provided the applicant with the knowledge, skills, and abilities necessary to do the work of the position.

OR

2. The applicant must have one (1) year of specialized experience equivalent to at least GS-9.

Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.

ADDITIONAL INFORMATION ABOUT THE SPECIALIZED EXPERIENCE REQUIREMENTS FOR THIS POSITION

GS-11: Examples of specialized experience includes using a variety of audit procedures, statistical techniques, and data analyses to assemble and develop findings; reviewing an organization's financial records as a part of an audit to ensure compliance and to identify effectiveness of financial management practices.

GS-12: Examples of specialized experience includes independently conducting segments of audits of large organizations; verifying that accounting systems are set up and maintained according to generally accepted accounting principles; and preparing final audit reports including recommendations on compliance issues.

GS-13: Examples of specialized experience includes assembling information, developing significant findings and preparing fully documented, clear, concise and cogent audit reports typically performed independently with completed work reviewed by a supervisor for effectiveness in meeting goals, regulatory compliance and usefulness of findings and recommendations.
