Major Duties
The description of the duties for this position is shown at the full working level, GS-7:This position performs specialized payroll/timekeeping duties and analysis in a consolidated transactional processing site. The position requires detailed personnel/payroll transactional processing site. The position requires detailed personnel/payroll knowledge related to Treasury Integrated Management Information System (TIMIS), IRS Totally Automated PErsonnel System (TAPS) personnel/payroll processing modules and National Finance Center's (NFC) TIme and Attendance Remote Entry System (PC-TARE).Serves as subject matter expert in the areas of time and leave administration and associated pay areas. This includes but is not limited to interpretation of regulations and IRS policy regarding time and attendance rules and administration of the Time and Attendance Reporting System (TARS) and SETR.
Receives or independently identifies and resolves complex time and attendance problems which result from corrective actions related to back pay, settlements, grievances, congressional inquiries, and complicated time reporting procedures.
Conducts in-depth leave audits which maybe complex due to timeframes reviewed and any prior corrective activity that has occurred.
Analyzes problems to determine trends and recommends changes in processes and procedures, if required. Takes appropriate action to correct deficiencies, such as systemic problems with the automated personnel/payroll systems, training, communication and/or workflow. Performs independent research on systemic issues and presents appropriate documentation with recommended solutions.
Serves as a customer advocate on use of SETR. This includes independently identifying customer needs and preparing marketing and outreach material, such as newsletters and user job aids. Develops material and conducts Continuing Professional Education (CPE) or training sessions, as required. Maintains close contact with customers at all levels of the organization.
Proactively identifies trends and independently contacts customer managers and input operators to offer guidance and provide assistance. Conducts field audits to ensure time and attendance records are properly documented and maintained.
Participates in the development of local Payroll Center policy and standard operating procedures to ensure areas of responsibility and specific work processes are clearly defined in the areas of personnel/payroll reconciliation.
Makes recommendations to management, utilizing a knowledge of personnel/payroll processing systems (TIMIS and TAPS), regarding the efficient operation of the SETR system.
Monitors submission of documents and performs audits of documents and procedures to ensure the integrity of the personnel/payroll system is maintained. This includes daily/weekly generation of reports from both TAPS and TIMIS and ensuring reports discrepancies are resolved in a timely manner. This includes but is not limited to pre/post closeout reports, lump sum payments, credit hours payment, Culp 152, TARS/Report menu reports.

SPECIALIZED EXPERIENCE: One (1) full year of specialized experience equipped with the knowledge, skills, and abilities to perform successfully the duties of the position.
GS-05: To be creditable, this experience must have been equivalent to at least the GS-04 level in the Federal service or may qualify based upon successfully completed education above high school level in any field.
GS-06: To be creditable, this experience must have been equivalent to at least the GS-05 level in the Federal service.
GS-07: To be creditable, this experience must have been equivalent to at least the GS-06 level in the Federal service.
Examples of specialized experience include: demonstrating the ability to interpret pay and leave laws, rules, regulations and agency policy affecting pay and leave balances; making pay adjustments involving transfers between different pay systems for pay, leave and benefit entitlements; experience in responding to written and verbal inquiries from employees, supervisors and outside agencies or departments concerning pay and leave issues; and working with automated payroll systems for data coding, verification and submission to the agency payroll center.
As a general rule, education is not creditable above the GS-05 level for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

You must be a U.S. citizen to qualify for this position.
You will be required to make occasional travel. Approximately 1 to 5 nights per month.
You will need to successfully complete a background security investigation before you can be appointed into this position.
Moving expenses will not be paid.
Required to submit fingerprint cards as part of the pre-employment process.
Required to provide information to complete a thorough background investigation.
Subject to the requirement of the U.S. Department of the Treasury to undergo an income tax verification and post-employment tax audit.
