The Department of Labor (DOL), Office of the Chief Financial Officer
(OCFO), is looking for an energetic and innovative person who will

This position is located in the Office of the Chief Financial
Officer (OCFO), Office of Fiscal Integrity (OFI). OFI has
a broad range of responsibilities targeted primarily at assuring
that the Department complies with the requirements of the Chief
Financial Officers Act (CFOA), and related Federal statutes,
regulations and requirements, particularly those requirements
addressing the preparation of departmental and agency level
financial statements.
In this role, you will perform a wide variety of assignments
relating to financial and accounting systems procedures, reports and
other financial management requirements.
This position is at the full performance level.
This position is outside the Bargaining Unit - Local 12.

Major Duties
Represents the Office, the Deputy CFO, the Associate Deputy CFO, the
Division Director and the Department's management at meetings and
conferences with senior officials/staff of the OIG, other agencies,
GAO, OMB, Treasury, GSA, the Executive Branch Councils, the FASAB,
and Congressional committees on matters relating to
financial/accounting systems and procedures.
Provides advice and assistance to top staff and key management
officials of the Department and the Department's component agencies,
including regional offices, concerning financial and accounting
systems procedures, reports and other financial management
requirements.
Develops, tests and maintains agency, program and departmental
reporting and statement compilation guides that comply with
financial requirements, and establish clear and meaningful
procedures for use by financial staff throughout the Department.
Performs a continuing review and analysis of the procedures utilized
at the departmental level and in the major agencies to compile data
from the SGL and subsidiary ledgers, assuring that detailed
transactions as well as summary reports derived from those ledgers
sweep the correct fields, provide meaningful aggregations, and are
useful to agency management.
Develops, tests and maintains reconciliation procedures at the
ledger and appropriations levels for budgetary and accounting data
to assure accurate and meaningful display in the financial
statements.
Plans, develops and/or improves systems and procedures applicable to
all departmental and agency financial management and accounting
operations.
Develops annual guidance, in the form of compilation guides, for the
maintenance and improvement of DOL accounting procedures insofar as
they relate to the structural needs of external reporting
requirements, to assure conformance to Federal responsiveness and to
management needs.
Analyzes the Department's status with respect to unresolved and/or
open audit recommendations related to Treasury year end reports and
financial statements; coordinates with OIG, agency audit liaison
officers and the Division's staff working on the requirements of the
Inspector General Act Amendments of 1988; prepares periodic reports
to the Director, and the Associate Deputy CFO.
Provides technical expertise to DOL agencies and OCFO staff on the
DOLAR$ and ancillary accounting system requirements imposed by the
CFOA.
Prepares monthly reconciliation and journal vouchers for the Federal
Employees' Compensation Act (FECA), Unemployment Insurance Trust
Fund, Black Lung Trust Funds, Payroll, Account Payable, Accounts
Receivable, Revenue and Budgetary Resources to ensure compliance
with Treasury guidance and FASAB.
Responsible for the compilation and preparation of the quarterly and
annual financial statements as required by the OMB Circular A-136
Financial Reporting requirements.

Specialized Experience Requirement:
Applicants must have 52 weeks of specialized experience equivalent

Basic Requirements:
A. Degree: accounting; or a degree in a related field such as
business administration, finance, or public administration that
included or was supplemented by 24 semester hours in accounting.
The 24 hours may include up to 6 hours of credit in business law.

B. Combination of education and experience, at least 4 years in
accounting or an equivalent combination of accounting experience,
college-level education, and training that provided professional
accounting knowledge. The applicant's background must also include
one of the following:
1. Twenty-four semester hours in accounting or auditing courses of
appropriate type and quality. This can include up to 6 hours of
business law;
2. A certificate as Certified Public Accountant or a Certified
Internal Auditor, obtained through written examination; or

substantial course work in accounting or auditing, e.g. 15 semester
hours, but that does not fully satisfy the 24 semester-hour
requirement of paragraph A, provided that (a)the applicant has
successfully worked at the full performance level in accounting,
auditing, or related field, e.g., valuation engineering or financial
institution examining; (b) a panel of at least two higher level
professional accountants or auditors has determined that the
applicant has demonstrated a good knowledge of accounting and of
related and underlying fields that equals in breadth, depth,
currency, and level of advancement that which is normally associated
with successful completion of the 4-year course of study described
in paragraph A; and (c) except for literal nonconformance to the
requirement of 24 hours in accounting, the applicants education,
training, and experience fully meet the specified requirements.
