The Department of Labor (DOL), Office of the Chief Financial Officer
(OCFO), is looking for an energetic and innovative person who will
enjoy working in an exciting, dynamic and mission driven
organization. The mission of the Department of Labor is to ensure
the American worker's needs are met.

This position is located in the Office of Fiscal Integrity, Office
of the Chief Financial Officer. The Office of Fiscal Integrity is
responsible for the formulation, prescription, and promulgation of
Department-wide accounting and financial management policies,
standards, guidelines, controls and procedures related to grants
management, travel management, debt collection, cash and credit
management.

In this role, you will perform a wide variety of assignments with
regard to the development and interpretation of Departmental
accounting and financial management regulations, policies and
procedures.

This position is at the full performance level.

This position is outside the Bargaining Unit - Local 12.

Major Duties

Serves as the senior expert in the Department on policies and
activities related to accounting/financial management issuances of
central government agencies including the General Services
Administration, Department of the Treasury and the Office of
Management and Budget.

Coordinates with subject matter experts, other policy specialists,
and legal staff to ensure that policy and procedures developed meet
all technical, legal, and Departmental requirements.

Reviews and analyzes comments received on draft policies and
procedures to determine whether the issues raised have sufficient
merit to warrant changes in the proposed policies or procedures and
takes action to effect appropriate changes.

Analyzes legislative, regulatory, and administrative issuances
promulgated by the Government Accountability Office, the U.S.
Department of the Treasury, the Office of Management and Budget, the
Federal Accounting Standards Advisory Board (FASAB), the General
Services Administration, Congress, and others for affect on and
applicability to Departmental accounting and financial management
functions and operations.

Prepares written and oral presentations for executive level staff
that succinctly and accurately communicate or explain complex
financial management matters and issues.

Represents the Office, the Deputy CFO, the Associate Deputy CFO, the
Division Director and the Department's management at meetings and
conferences with senior officials/staff of the OIG, other agencies,
GAO, OMB, Treasury, GSA, the Executive Branch Councils, FASAB, and
Congressional committees on matters relating to Departmental
accounting/financial policies and procedures.

Plans, and/or recommends policies, principles and standards
applicable to all financial management and accounting systems
Department-wide.

Develops policies and procedures for issuance in the form of
Department of Labor Manual Series Chapters, policy, memoranda,
handbooks and guides.

Develops justification for Departmental financial/accounting policy;
and provides senior level agency coordination of accounting issues
on such as matters as avoidance of anti-deficiencies occurring in
program year accounts whose appropriations are received on a fiscal
year basis.

Specialized Experience Requirement:


Applicants must have 52 weeks of specialized experience equivalent


to at least the next lower grade level in the Federal Service.




Specialized Experience is experience in or directly related to the


position for which you are applying, which has equipped you with the


necessary knowledge, skills, and abilities to successfully perform


the duties of the position. Specifically, specialized experience is


experience applying and interpreting government/and or commercial


accounting theories, principles, concepts, policies, standards,


regulations. Such experience includes experience performing a

interpretation of accounting and financial management regulations,


policies and procedures.

Basic Requirements:


A. Degree: accounting; or a degree in a related field such as


business administration, finance, or public administration that


included or was supplemented by 24 semester hours in accounting.


The 24 hours may include up to 6 hours of credit in business law.




OR




B. Combination of education and experience, at least 4 years in


accounting or an equivalent combination of accounting experience,


college-level education, and training that provided professional


accounting knowledge. The applicant's background must also include


one of the following:




1. Twenty-four semester hours in accounting or auditing courses of


appropriate type and quality. This can include up to 6 hours of


business law;




2. A certificate as Certified Public Accountant or a Certified


Internal Auditor, obtained through written examination; or




3. Completion of the requirement for a degree that included


substantial course work in accounting or auditing, e.g. 15 semester


hours, but that does not fully satisfy the 24 semester-hour


requirement of paragraph A, provided that (a)the applicant has


successfully worked at the full performance level in accounting,


auditing, or related field, e.g., valuation engineering or financial


institution examining; (b) a panel of at least two higher level


professional accountants or auditors has determined that the


applicant has demonstrated a good knowledge of accounting and of


related and underlying fields that equals in breadth, depth,


currency, and level of advancement that which is normally associated


with successful completion of the 4-year course of study described


in paragraph A; and (c) except for literal nonconformance to the


requirement of 24 hours in accounting, the applicants education,


training, and experience fully meet the specified requirements.
