This position is located in the US Department of Labor, Employment
Standards Administration (ESA), Office of Management, Administration
and Planning (OMAP), Division of Financial Management, Branch of
Accounting and Financial Systems. OMAP provides support to the
Assistant Secretary for the planning and management of ESA, and to
provide central support services to the ESA Program components in the
National Office and to the Regional Administrators/Directors in the
field, in the areas of financial management, analysis, planning,
internal review and control, research and general administrative
services. In support of this mission, the Division of Financial
Management carries out and maintains an integrated financial
management and planning system, including budgeting, accounting, and
management review and analysis. The incumbent of this position will
serve as Chief, Branch of Accounting and Financial Systems and will
be responsible for directing subordinate employees in the efficient
and effective performance of the Division's responsibilities for the
development, testing, implementation, coordination, and maintenance
of an internal financial control system which provides assurance that
financial resources are safeguarded from unauthorized use or
disposal; transactions are executed in accordance with
authorizations; applicable laws, regulations, and policies are
adhered to; and, financial and statistical records and reports are
reliable.
Major Duties
The incumbent of this position will serve as Chief, Branch of
Accounting and Financial Systems and will perform the following
duties and responsibilities:
- Responsible for directing subordinate employees in the efficient
and effective performance of the Financial Management Division's
responsibilities for the development, testing, implementation,
coordination, and maintenance of an internal financial control system
which provides assurance that financial resources are safeguarded
from unauthorized use or disposal; transactions are executed in
accordance with authorizations; applicable laws, regulations, and
policies are adhered to; and, financial and statistical records and
reports are reliable. Responsible for ensuring effective personnel
utilization and for ensuring staff development to ensure that backups
exist for all subordinate positions.
- Direct, coordinate, and certify the development and
presentation of ESA's quarterly and annual financial statements.
- Provide effective controls over, and accountability for, all funds
and other financial assets of ESA, ensuring that ESA accounts remain
solvent.
- Administer and manage the execution, review and evaluation of all
accounting policies and programs within ESA, including audit follow
up and resolution relative to accounting issues involving financial
statements and other fiscal matters.
- Serve as the recognized ESA technical accounting expert and
ensures that all ESA financial data are accurate, timely, and
complete, and that ESA remains fiscally solvent in all accounts on an
ongoing basis.
- Administer and manage month and year-end closeouts.
- Review and ensure the technical accuracy of ESA's Capitalized
Assets as reported within the Department's accounting system.
- Develop, maintain, and assess accountability within the
Government credit card programs to ensure that procedures are in
place to prevent waste, fraud, or abuse within ESA. Manages the
credit certification of ESA employees who participate in the travel
card program.
- Represent ESA in all dealings with Treasury, and ensures that all
ESA accounts are reconciled with the General Ledger and Treasury on a
monthly basis.
- Represent ESA in the development of new financial systems, or
systems interfacing with financial systems, ensuring that ESA's
unique accounting requirements are addressed, and that ESA is
prepared for any system changes.
- Responsible for leading and implementing the Cost Accounting
Management (CAM) effort within ESA.
- Provide quarterly and annual certification as to the accuracy of
accounting data in support of the Quarterly Certifications required
by the CFO.
- Resolve all administrative management problems involving
accounting within ESA.
- Interpret all laws, regulations, and decisions relating to fiscal
activities and determines their applicability to ESA.
- Serve as technical advisor in connection with all ESA accounts,
including trust funds for the Longshore and Harbors' Workers'
Compensation Act; the Black Lung Disability Trust Fund; the Federal
Employee's Compensation Fund; the Energy Employees Occupational
Illness Compensation Program Act; and the Panama Canal Commission
Fund.

Required Skills
Qualifications
Requires 52 weeks of specialized experience which is in or directly
related to the work of the position being filled that has equipped
the applicant with the particular knowledge, skills, and abilities to
successfully perform the duties of the position. To be creditable,
one year of the specialized experience must have been performed at a
level equivalent to the next lower grade (GS-14) in the Federal
government. However, the experience need not be with the Federal
government. The requisite experience may have been acquired in the
public or private sector. Examples of qualifying specialized
experience include work performing or coordinating the operation and
management of complex accounting systems or programs where financial
management advice, information, support and oversight are provided to
numerous program officials who may be funded by a number of
appropriations/budgets. In addition, the applicant must demonstrate
in his or her work experience or training successful supervisory
ability or the potential to develop the qualities of successful
supervision.
