Major Duties

The Administrator, Office of Native American Programs (ONAP), is responsible for policy development and implementation of all ONAP programs in the assigned geographical area. Directs a staff of specialists through subordinate supervision to provide performance oversight, compliance assurance,
technical assistance coordination, and program implementation for tribes. Resolves sensitive issued by interpreting and applying new and existing policy and procedural instructions. Assesses tribes and Tribally Designated Housing Entity (TDHEs) concerns, broad trends, and technical assistance needs and develops and revises procedures to improve the effectiveness of the office and to adjust to changing conditions. Maintains contacts with tribal officials, tribal council members, TDHE directors, tenant groups, local, state and other Federal agency officials to effectively administer the Department's programs and resolve sensitive and controversial issues. Provides administrative
and technical supervision of assigned staff including: evaluating subordinate supervisors; hearing and resolving group grievances; reviewing and approving disciplinary actions; managing travel, staff, and equipment resources; providing training for staff; and ensuring that the agency's Affirmative Action Plan is met.

Qualifications

Applicant must have one year of specialized experience equivalent to the next lower grade in the Federal service, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.  Experience is typically in or related to the work of the position described in the Major Duties above. 

Specialized experience is work which demonstrates possession of the following:  experience in planning, designing and/or development and implementation of broad and complex programs and policies that implement programs at the state and local levels, public or private sector.  Experience must include skills in successfully handling complex and sensitive situations and problems.

There is no substitution of education at this level.

Salary Range:  95,390.00 - 124,010.00 USD per yearIn addition to the above salary, there is a 24% COLA. Salary will be set in accordance with appropriate pay procedures.
