Job Listing: Project Controls / Cost Engineer

A fossil generation client in AK is seeking a Site Project Controls / Cost Engineer for a contract position.

The Site Project Controls / Cost Engineer Position is paying 55-65/hr plus 525/week in per diem.

The Site Project Controls / Cost Engineer, under the general direction of the Project Director, is responsible for utilize the best available technology in preparation of capital cost estimates, schedules and cost control methodologies for budget authorization and engineering purposes for all phases of development, permitting, design, engineering, procurement, and construction (EPC) of gas-fired combined cycle (CCGT) or conventional coal-fired pulverized coal (PC) power generation facilities.

JOB DUTIES:
Provides quality and cost effective estimating and scheduling services to our customers on a timely basis.

Utilizes historical cost data with appropriate installation and site factors in the preparation of early Phase 1 through Phase III cost estimates for project authorization and economic evaluation purposes.

Utilizes computer estimating programs and risk analysis programs to ensure that the accuracy and presentation of all cost estimates prepared are the best possible.

Collects and correlates necessary project-related cost data needed to determine equipment, material, subcontract, construction labor costs and indirect costs such as construction management, engineering, taxes, etc.

Keeps abreast of national economic trends that affect project capital costs of materials and labor that impact capital plant construction costs.

Provides planning, budgeting, cost control, cost forecasting, trending, change management, risk analysis and scheduling services for projects in construction.

Evaluates project scope changes, engineering change orders, field change orders and contractor-requested extras to provide management with information necessary to make the proper project and business decisions.

Determines the major project cost and schedule drivers for all projects in construction. Make recommendations to the Project Manager for monitoring and mitigating potential cost and schedule overruns.

Determines if project control procedures are being implemented on projects, and make recommendations to the Project Manager for changes to implementation or procedure.

Manages project construction activities through daily interaction with EPC Contractors, switchyard and substation contractors, suppliers, vendors and plant staff as they relate to safety, scheduling, quality control and cost.

Develops, maintains, and coordinates the owner's overall project schedule and provides constructability input for project team.

Reviews contractor’s monthly reports and schedule updates, and reviews, negotiates, adjusts, and approves contractors monthly earned progress (schedule of values) used as the basis for the application for payment.

Develops estimates, project specifications and scope of work plans associated with miscellaneous construction projects/

Evaluates vendor proposals to assure technical compliance with equipment & material specifications; conducts negotiations with vendors & suppliers to determine most cost effective proposal.

Implements and maintains proper Document Control Procedures to ensure complete documentation of project activities.

Generate weekly reports in a timely manner to the Site Manager, appropriate staff members, and the home office as to progress, percent complete, and productivity of the subcontractors.

Generate monthly summary level reports in a timely manner to the Site Manager, appropriate staff members, and the home office which summarize the progress for the month and the total progress for the project.

Interface / communicate with the construction planner / scheduler on subcontractor's progress and earned value.

Determine productivity of the subcontractors and the project.

Review change orders and invoices for completeness, conciseness, and accuracy.

Review monthly billing for completeness and accuracy.

Maintain critical path of construction schedule by recognizing the criticality of activities, producing look-ahead reports, monitoring resource levels, etc.

Monitor progress of field activities

Analyze subcontractor's schedules.

Coordinate work plans of subcontractors (accessibility, hold-ups, etc.).

Communicate with Cost Engineer on subcontractor's progress and earned value.

Coordinate the interface between drawing package IFC's, equipment deliveries, and construction.

Interpret and report all schedules to site manager and site staff as well as project management.

Coordinate Startup/Logistics schedule activities.

Other assignments and responsibilities as required.

REQUIRED QUALIFICATIONS:
Requires a Bachelor’s Degree or equivalent experience in an engineering discipline or construction management with a minimum of ten years of experience in cost estimating and scheduling.

Experience in reviewing historical cost data, installation factors and site information data, and utilize such data to assist in the preparation of Phase I through Phase III cost estimates.

Requires a thorough knowledge of estimating and cost engineering principles, practices, and techniques as well as how to utilize

A thorough understanding of the complexities of construction labor contracts, bidders’ practices, overhead expenses and home-office expenses/practices is essential.

General computer applications knowledge. Proficiency with PC’s, Internet resources and software for scheduling and project control applications, including but not limited to Primavera and Microsoft Projects.

Proven ability to handle multiple projects simultaneously.

Demonstrated strong interpersonal and communication skills.

Physical endurance to withstand exposure to noise, dust, heat and cold.

Ability to work in awkward positions, including kneeling, bending, twisting, pushing, pulling, lifting (up to 50 pounds) and climbing.

Extensive experience in construction management of large-scale power generation projects. Strong technical and project planning skills as well as contract negotiation and administration skills. Experience in managing coal-fired projects is strongly preferred.

15 - 25 years of proven power industry experience, with a an undergraduate degree from an accredited college in Engineering or Construction Management.

Advanced computer skills including proficiency in Microsoft Office suite (Word, Outlook, Excel and Powerpoint), estimating, and scheduling software (Primavera Project Planner, Microsoft Project). Ability to generate clear, concise, professional, and accurate weekly and monthly reports.

Solid negotiating skills and innovation in reaching compromises. Decisions shall be made with sound technical and risk judgment in consideration of cost and/or schedule impact, while remaining flexible to encourage creativity and/or input from others.

Physical endurance to withstand exposure to noise, dust, heat and cold. Ability to work in awkward positions, including kneeling, bending, twisting, pushing, pulling, lifting (up to 50 pounds) and climbing.

Ability to work overtime, weekends and holidays as dictated by project schedules, and ability to travel to other power plant sites is required.
