TECHNICIAN VACANCY ANNOUNCEMENT


NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.

THIS IS NOT A PERMANENT POSITION, BUT RATHER AN INDEFINITE APPOINTMENT EXPECTED TO EXTEND BEYOND 1 YEAR. THE INCUMBENT WILL BE ENTITLED TO ALL LEAVE AND INSURANCE COVERAGE AS A PERMANENT EMPLOYEE AND COVERAGE IN THE CIVIL SERVICE RETIREMENT/FEDERAL EMPLOYEE RETIREMENT SYSTEM. POSITIONS ARE CONTINGENT UPON RECEIPT OF AND CONTINUED FUNDING BY NGB.


This position is located in the Construction and Facilities Management Office, Contract and Management Branch. The purpose of this position is to provide the full range of technical and administrative support associated with the budgeting, accounting and processing of funds for construction, operation,rehabilitation and maintenance of Army National Guard (ARNG) facilities and property.


Area 1 = ARNG/ANG Enlisted permanent or indefinite technicians with the Louisiana National Guard.


Area 2 = Enlisted traditional Guard or Active Guard Reserves (AGR) members in the Louisiana National Guard.


 


 



Major Duties


The purpose of this position is to provide the full range of technical and administrative support associated with the budgeting, accounting and processing of funds for construction, operation,rehabilitation and maintenance of Army National Guard (ARNG) facilities and property. Also, the programs within the CFMO's area of responsibility particularly support the LAARNG Reconstruction Program to repair or replace selective facilities as a result of damages sustained by Hurricanes Katrina and Rita. Develops budget estimates for functions of the Facilities Engineering Office to include major/minor construction, operations and maintenance, travel supplies, equipment and other operating funds. Receives federal and state budget authorizations and allotments, and enters such in allotment ledgers. Monitors usage and establishment of reimbursable expenses incurred in operation and maintenance of facilities. Ensures that proper ocumentation is furnished to support requests for reimbursement. Researches funding transactions to prepare miscellaneous obligation documents and to make proper entries in the accounting systems where supporting documentation is lost, destroyed, or unavailable. Verifies and processes paid expenditures received from the USPGFO and State Finance Center. Accomplishes review and analysis of funds invarious accounts and cost centers and briefs branch chiefs of funds availability. Researches regulations and computes a variety of types of claims, ranging to extremely complex contract payments. May be required to train state assigned technicians or clerks in the performance of accounting duties. Performs other duties as assigned.
