Major Duties

Incumbent serves as a Budget Analyst in a Division within the Public
Buildings Service. He/She serves as a member of a budgetary team
providing support for all aspects of the budget process for PBS
relating to one or more of the three major areas of the PBS budget
rental of space, construction and building operations accounts.
Performs analytical and advisory staff work that involves the
formulation, justification, presentation, execution of the budget for
assigned program areas and budget activities. Prepares detailed
analyses and estimates of annual funding needs. Gathers, compares
and correlates data about current and future programs/projects and
activities with projected costs of operation. Assures budget
requests conform to agency, OMB and Congressional requirements.
Responsible for overall review and coordination during budget
formulation/execution for each assigned budget activity. Develops
detailed operating plans and schedules for accomplishing all phases
of budgetary and management review activities. Assures that funds
are properly allocated in a timely and effective manner. Assures
that obligations incurred and resulting expenditure of funds are kept
within the bounds of existing laws, regulations and approved
allowances.

Qualifications

Applicants must demonstrate, in their resumes and responses to the


vacancy questions that they meet the qualification requirements

Applicants must have had one year of specialized experience


equivalent to the next lower grade level which has equipped the


applicant with the particular knowledge, skills and abilities to


perform the duties of the position.




GS-9:


One year of specialized experience that is equivalent to the


GS-07 level in the Federal service. Specialized experience is


experience determining whether obligations, expenditures and


allotments are within funding limitations of an approved budget;


compiling, analyzing and making corrective entries to income,


operating expenses, and budget; compiling and organizing large


amounts of information; and producing documents, forms, and


correspondence.

A master`s or equivalent level degree or 2 full years of


progressively higher level graduate education leading to such a


degree an LL.B. or JD.




OR


A combination of graduate level education and appropriate


experience that together meet the qualification requirements of this


position.




GS-11: One year of specialized experience equivalent to the GS-9


level in the Federal service. Specialized experience for this


position includes experience in budget formulation, presentation, and


execution; and utilizing knowledge or skill in applying related laws,


regulations, policies, precedents, methods, and techniques of


budgeting


OR


A Ph.D. or equivalent doctoral degree; or have successfully


completed 3 full years of progressively higher level graduate


education leading to such a degree; or LL.M., if related.


OR


A a combination of graduate level education and appropriate


related experience that together meet the qualification requirements


of this position.




GS-12: One year of specialized experience equivalent to the GS-11


level in the Federal Service. Specialized experience is experience


that equipped the applicant with the particular knowledge, skills and


abilities to successfully perform the duties of the position, and


that is typically in or related to the work of the position to be


filled. Specialized experience for this position includes experience


in budget formulation, presentation, and execution; and utilizing


knowledge or skill in applying related laws, regulations, policies,
