Major Duties
DUTIES:(The duties described reflect the full performance level of this position)This position is located in the Office of the Executive Officer, Administrative Services Branch, INTERPOL-USNCB. The INTERPOL-USNCB is responsible for providing timely responses to requests for information from domestic and foreign law enforcement agencies in accordance with the INTERPOL constitution and Department of Justice regulations and to coordinate investigations on their behalf. The purpose of the position is to provide records management, property management, facilities support, procurement and accounting services to the USNCB analytical, technical, and administrative duties related to all administrative services . Under the direction of the USNCB Administrative Officer, the incumbent provides allocation, audition, accounting, and obligation services for the USNCB expenditures. Incumbent provides or provides for procurement estimates, procurement submission documents and records, accounting records, and payment of USNCB bills, and is responsible for maintaining an accurate and adequate accounting system. Performs duties related to the inventory, evaluation, documentation, cost analysis, records management, and maintenance of automated inventory control systems for real and personal property. Serves as a technical advisor on property management matters.Coordinates the procurement and contracting functions for an organization. Provides advice and assistance to organizational staff on the documentation and justification required for requisitions.Examines, interprets, and records accounting data, records, and reports pertaining to multiple accounts within one or more accounting systems or subsystems.Performs, or assists in performing, systematic examinations and appraisals of financial records, financial and management reports, management controls, policies and practices affecting or reflecting the financial condition and operating results of an activity, program, or organization inside or outside the department or agency. Conducts or assists in coordinating activities related to the detection of fraud, waste, and abuse.Provides overall property management services.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Grade 09: Qualifying experience for the GS-9 level includes one year of specialized experience at least equivalent to the GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are researching and analyzing established administrative issues; acting as liaison with individuals and groups both inside and outside an organization regarding administrative and/or organizational matters; and preparing a variety of written documents, such as staff papers, status reports, or policy recommendations.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE
The experience requirement for the GS-9 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.
COMBINATION OF EDUCATION AND EXPERIENCE
Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
Grade 11: Qualifying experience for the GS-11 level includes one year of specialized experience at least equivalent to GS-9 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are researching or analyzing established administrative issues; or interpreting regulations and organizational policy regarding administrative or program issues to provide advice and guidance on well-precedented issues.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE
Experience requirements at the GS-11 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.
COMBINATION OF EDUCATION AND EXPERIENCE
Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
ADDITIONAL INFORMATION ABOUT THE SPECIALIZED EXPERIENCE REQUIREMENTS FOR THIS POSITION
Applicants must have one year of specialized experience in property management, financial management and procurement/contract administration field at the complexity level equivalent to the next lower grade level.
GS-9: Examples of specialized experience include performing clearly-defined administrative tasks in support of established requirements for supplies, property management, or office moves, such as obtaining regularly required office supplies and services; assisting in acquiring and disposing personal property in accordance with property management laws, regulations, and policies; performing conventional financial audit assignments that followed prescribed procedures, formats, and precedents, and did not present significant issues or problems; participating in identifying and resolving procurement administration problems of a routine nature.
GS-11: Examples of specialized experience include ensuring adherence to established regulations and policies concerning acquisition, utilization, and disposal of real and personal property; setting up controls for proper establishment and maintenance of personal and real property control records;developing property management activity review procedures; acquiring, utilizing, and disposing personal property in accordance with property management laws, regulations, and policies; analyzing organizational requirements and providing advice of a routine nature to support the procurement process, such as disseminating guidelines to organizational staff on the documentation and justification required for requisitions; using federal laws or agency regulations to validate current accounting procedures and recommended revisions affecting local accounting processes; reconciling accounts of a stable organizational program and made adjustments using established accounting principles.
