Working Hours: 8:15 a.m. - 5:00 p.m. (Flexible)

Relocation expenses will be borne by the selectee, except FBI
employees returning from Legat assignment.

All selectees, with the exception of current FBI employees, will be
required to serve a one-year probationary period.

Area Information: Philadelphia is the second largest city on the
east coast, ranking fifth in the nation, with a metropolitan
population of 5.8 million. Philadelphia is located 100 miles
south of New York, 133 miles north of Washington, D.C., and 55 miles
from Atlantic City, New Jersey. Philadelphia offers a unique
variety of attractions, culture, entertainment and activities. The
Philadelphia International Airport is located eight miles from
Philadelphia's Center City. Planes from Philadelphia fly to more
than 100 cities in the United States, and 16 destinations abroad.
Philadelphia's AMTRAK 30th Street Station, is a major East Coast
hub, with trains that run along the northeast corridor, serving
Boston, New York, Baltimore, and Washington. Philadelphia's
Southeastern Pennsylvania Transportation Authority (SEPTA), has a
vast network of bus, subway, and trolley commuter services between
the city and its suburbs. In addition, SEPTA Airport Rail Line
connects the airport with Philadelphia's Center City. Major
regional highways (Pennsylvania Turnpike, I-76, I-95, New
Jersey Turnpike), allow convenient access nationwide. Philadelphia
has four distinct seasons, with moderately cold winters, and hot,
humid summers. The temperature averages 33 degrees in January, 75
degrees in July. The average annual seasonal snowfall is 21 inches,
and the average annual rainfall is 41 inches.

Policy has been implemented wherein support employees entering a
position through a competitive or non-competitive action may be
precluded from moving to another position within the Bureau by means
of reassignment or change to a lower grade for a minimum of
12 months.

Major Duties

Provide a range of HR management services to field office
management, and employees at all levels. HR services include, but
are not limited to, internal and external hiring, staffing and
recruiting; preliminary background processing; employee benefits
(insurance, leave, retirement); workers compensation; employee
development; employee relations (performance management, incentive
awards, and conduct/discipline); compensation; and position
classification and position management.

Qualifications

Qualifications for the GS 11 grade level: Applicant must possess


one year of specialized experience equivalent to the GS 9 grade


level. SE is managing, administering, and/or delivering human


resources management services, preparing briefings on personnel and


HR related topics; and developing training requirements for


personnel.




Applicants must meet the qualification requirements by the closing


date of this announcement.Education may be substituted for specialized experience (SE) as


follows:
GS 11: Applicant must have three full academic years of graduate


education, Ph.D. or equivalent doctoral degree.




Education completed in foreign colleges or universities may be used


to meet the above requirements provided you can show that the


foreign education is comparable to that received in an accredited


educational institution of the United States.
