Major Duties


The incumbent prepares documents for scanning by separating document types (DD 1348, DD 250, Commercial Bill of Lading, etc.), including separating multiple-page documents from single page documents; ensures documents are facing the same direction; sort out documents in bad condition (torn, ragged, poor print quality, etc.). Breaks down documents into batches of 30 to 40 similar documents; places batches of original source documents to the EDMS scanner hopper and initiates scanning by interacting with the EDMS scanning software. Performs OCR verification for correct indexing and also performs manual indexing as required according to EDMS business rules. Manages database servers, reboots servers after system crashes, places calls into manufacturer’s help desk to request assistance and runs system diagnostics.

Maintains internet connectivity with the EDMS Central Repository in order to resolve any document file issues resulting from the Central Repository's QA process. The incumbent will work the images (on-line) that are in their particular QA queue which consists of opening and reviewing each of the "queued up" images and determines if the image/indices are acceptable and, if not, makes necessary changes.

Sets up and insures all equipment and devices are ready for operation. Enters prescribed commands through the terminal to activate the operating system. Enters document files electronically through optical scanners, graphics scanners, floppy disks and network connections. Scans textual material on the screen to insure all processing commands have been translated. Enters or changes codes and other information as required. Codes input and output formats of document or form to be produced. Controls processing and output of material produced via numerous commands.

Inputs commands into a computer system to initiate processes that convert data streams into formatted documents in OCR format. Uses the digital scanner to convert hard-copy materials to digital files. Stores the resultant digital files in a database server for further processing. Interacts with the scanning software to indicate that the scanning batch is completed and keeps a record of the batch number displays.

During operation of equipment, interprets systems diagnostic messages and takes appropriate action. Performs daily/weekly maintenance functions according to operator manuals and established procedures. Corrects equipment-operating problems not involving systems programming or mechanical/electrical faults. 

Maintains records of work completed, records production units for billing and notifies supervisor of job completion. Responsible for following safety procedures and for maintaining clean work area. Returns materials according to established instructions.  Upon request, returns one copy of finished product to customer for final approval.
Physical Efforts:
Work is primarily sedentary.  Incumbent sets up, adjusts, operates and performs routine maintenance to the equipment and peripheral devices.  Incumbent sits comfortably while operating the keyboard functions.  Some standing, bending, stooping and carrying of light items required.  There is a frequent requirement for viewing video display terminals for lengthy period of time.
Working Conditions:
Work involves everyday risks and discomforts associated with equipment operations.  Work area is climate controlled and adequately lighted.

In accordance with the Qualifications Standards for General Schedule (GS) Positions under the Group Coverage for Clerical and Administrative Support Positions the following is being provided to you.  This position requires 1 year of specialized experience equivalent to the GS-04 level.  Examples of qualifying experience are: prepares documents for scanning by separating document types, including separating multiple-page documents from single-page documents; sets up and insures all equipment and devices are ready for operation; enters document files electronically through optical scanners, graphics scanners, floppy disks and network connections; performs daily/weekly maintenance functions according to operator manuals and established procedures.   




Specifically, you will be evaluated on the following competencies:

Education:




SUBSTITUTION OF EDUCATION : Appropriate education may be substituted for or combined with experience. Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. In addition, for this position, four (4) years above high school may be substituted for experience. This education must have been obtained in an accredited business or secretarial school, college or university and equivalent to at least the junior- and senior-year levels of a baccalaureate program. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. If you have less, it may be combined with your experience to determine qualifications for this position. Transcripts must be provided.




Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. It will be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. The weight of semester and quarter hours has been defined above.
