Major Duties

Examines, verifies, and maintains complex accounting and budgeting transactions which involve a number of different programs, extensive subdivision of accounts, and frequent and varied adjustments to accounts, and may serve as a liaison between base activities and a finance and accounting service.  Reconciles accounts involving extensive subdivisions with the accounting system. Monitors and records obligations, expenditures, transfers of funds, and other budgetary transactions. Resolves problems in processing nonstandard transactions using an authoritative procedural knowledge. Processes a wide variety of types of related accounting transactions, ensuring that funds distributions are made in accordance with established criteria and that programmed amounts are not exceeded. Examines accounts to ensure payments are made accurately and timely.  Provides support in the formation of budget requests by gathering, extracting, reviewing, and consolidating a variety or narrative information and statistical data for multiple assigned programs; monitors and tracks the execution of the financial plans. Compares requests for thnds with allowable finding limits in financial documents to determine availability of hinds to support assigned programs. Reviews documents to locate and verify’ accuracy of finding information and adjusts entries to reflect current status of hinds in different accounts involving the same appropriation. Resolves problems in balancing accounts, adjusts discrepancies, and prepares reports on the status of funds.  Performs a variety of processes and procedures to assemble, review, classify, complete, and maintain complex inns, ctions tar assigned programs. Adjusts budgetary accounts to reflect effects of obligations and expenditures, and works with other base personnel to correct conditions that could result in an over-obligation of funds. Analyzes data within various accounting systems to ensure accuracy of data elements. Researches errors that require reconciling and reconstructing incomplete information, resolves problems, and takes corrective action.  Prepares reports and performs other miscellaneous technical tasks in support of accounting functions. Periodically prepares a wide variety of specialized reports. Provides detailed interpretations, suggestions for action, and recommendations for improvements. Researches and devises more efficient methods for procedural processing. Analyzes results of applying guidelines and recommends changes, such as suggesting specific guidance related to the procedural handling of documents and information. Provides advice and guidance to employees and customers and answers technical questions.  Performs other administrative work in support or the office/organization. Establishes, updates, and maintains office records of various types that may be needed or will assist in the efficient operation of the office. Maintains, purges, and disposes of office records files in accordance with established regulations and procedures. Assists staff in locating and selecting the appropriate guidelines, references, and procedures for application to specific cases. Updates trackers or suspense files as required. Provides customer service for internal and external customers.
ADDITIONAL INFORMATION:  
This position is currently a GS position.  Upon conversion to the national security personnel system (NSPS) this position may be converted to a corresponding NSPS pay banded position at which time pay may be negotiated in accordance with NSPS regulations.

COMBINING EXPERIENCE AND EDUCATION:  Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements.  If education is used to meet specialized experience requirements, then such education must include courses directly related to the work of the position.  Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. KNOWLEDGE, SKILLS, AND ABILITIES:  




1. Knowledge of the Air National Guard organizational and functional responsibilities.




2. Knowledge of accounting and budgeting files, listings, and document control systems as well as the relationships between accounts and the effect of actions on programs, accounts, and systems.




3. Knowledge of automated accounting and budgeting systems to process transactions and reconcile errors requiring understanding of nonstandard procedures.




4. Knowledge of ANG military personnel data systems and data processing functions, techniques, and capabilities.




5. Knowledge of various office automation software functions to support office operations and produce a variety of documents.




6. Skill in operating a calculator and utilizing a keyboard to access or locate information through the use of a personal computer or terminal.




 




COMBINING EDUCATION AND EXPERIENCE:  One (1) year of specialized experience (equivalent to at least the GS-04 level) or 4 years above high school.




 




To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of undergraduate education, divide the number of graduate semester hours by 120. To calculate your percentage of graduate education, divide the number of semester hours you completed by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%.  Forty hours of work per week for 12 months is equivalent to 1 full year of experience.




 




SUPERIOR ACADEMIC ACHIEVEMENT:  To meet the requirements for Superior Academic Achievement (SAA), applicants must have a Bachelor’s degree and meet one of the following criteria:




 




A.  Class Standing is in the upper third of the graduating class; OR




B.  (1) Grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (2) 3.5 or higher out of a possible 4.0 ("B " or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.  OR




C.  Election to a membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies.
