Neurological Disorders and Stroke (NINDS) is one of 27 research
institutes and centers that comprise the National Institutes of
Health (NIH), an agency of the Department of Health and Human

neurological disease - a burden borne by every age group, by every

The Department of Health and Human Services (DHHS), National
Institutes of Health (NIH), National Institute of Neurological
Disorders and Stroke (NINDS), has an exciting and challenging
opportunity for an Administrative Technician to join the
Administrative Office, Administrative Services Branch. The
Administrative Services Branch (ASB) is seeking to fill a full -time
Administrative Technician (OA) position to serve as the technical
focal point for travelers, administrative officials, and clerical
staff, and provide complete technical advice, assistance and service
in the areas of human resources, budget, procurement, travel,
timekeeping, automation and other administrative requests. NINDS

Major Duties
This position is located in the Administrative Office, ASB/OD,
NINDS. This office advises the Director of Administration on
administrative matters; plans and directs management functions of the
institute, including management analysis, financial management,
material procurement, timekeeping, office services, and reports and
statistics relating to the institute's administrative activities; and
interprets, analyzes and implements new legislation, administrative
orders, and management concepts affecting the mission of the
institute.
The selectee is responsible for performing a variety of
administrative duties under the general supervision of an
Administrative Officer. Specifically, the selectee will:
Provide customers with instruction and information on NIH systems and
is responsible for contacting NIH service organizations to find
solutions to customers inquiries. Incumbent shall be a resource of
information and will provide customers with the information needed on
administrative questions; conduct studies of work processes and
procedures involving areas with diverse and unique functions;
recommend modified work methods and procedures for the most efficient
and economical use of existing manpower and financial resources and
performs other investigations and analysis in response to
management's requirements and initiatives; identifies problems,
reviews production standards, and makes tentative recommendations for
problem resolutions. Incumbent may make recommendations on
streamlining administrative procedures on travel and procurement;
prepares and reviews appropriate paperwork for routine personnel
actions to ensure that personnel actions are taken in a timely
manner; reviews documentation and justifications for appropriateness
and adherence to policy.

Required Skills
Qualifications
To qualify, applicants must have one year of specialized experience
equivalent to the next lower grade level. For example, to qualify at
the GS-7 level requires one year of specialized experience equivalent
to a GS-6. To qualify at the GS-8 level requires one year of
specialized experience equivalent to a GS-7.
Specialized experience is defined as experience that has equipped the
applicant with the particular knowledge, skills, and abilities to
perform successfully the duties of the position, and that is
typically in or related to the work of the position to be filled.
Examples of specialized experience for this position include:
Troubleshooting minor hardware and software problems;
Determine appropriate procurement mechanism to use based on
