Major Duties

Incumbent serves as nationally and internationally recognized engineering specialist for the global certification of normal, utility, acrobatic, commuter, primary and restricted category airplanes, gliders, balloons, and airships. Incumbent is responsible for the adequacy and uniformity in application of Federal Aviation Regulations (FARs), national policies, Advisory Circulars, national directives, and procedures affecting the engineering aspects of analysis, design, testing and general consideration of airworthiness of such aircraft. Provides technical expertise for industry guidance and compliance methodologies for applicable FAR 23 safety requirements. Coordinates ongoing certification projects within the Small Airplane Directorate. Provides technical presentations to manufacturers, professional organizations, and foreign governments.

Qualifications

Primary Method: (NOTE: Copy of college or university transcript must be FAXed to 816-329-2656 and annotate announcement number on cover sheet. Candidates who do not submit a copy of their transcript will be determined to be not qualified.) Successful completion of a full-four year professional engineering curriculum leading to a bachelor's degree or higher in engineering, in an accredited college or university. To be acceptable the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;(b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties);(g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. In addition to the basic requirements, applicants must also demonstrate one year of specialized engineering experience equivalent in complexity to the next lower grade in the Federal Government. Such experience must have equipped the applicant with the knowledge, skills, and abilities to perform the duties of the position and must include aircraft engineering experience at an appropriate level.

1. Knowledge of Federal Aviation Regulations Part 23 (FARS) and related policies, standards and procedures concerning aircraft type certification and continued airworthiness. The incumbent must have the ability to evaluate aircraft designs with respect to compliance with the Part 23 of the FARs. Describe your experience which would indicate extensive knowledge of Part 23 of the FARs, aircraft certification requirements, and the ability to evaluate aircraft design with respect to compliance with airworthiness requirements.

A one-year probationary period may be required.
