Major Duties

The primary purpose of this position is to provide air traffic control (ATC) services to military and civilian aircraft operating in instrument flight rules (IFR) and visual flight rules (VFR) conditions.  Provides terminal ATC services, including radar approach control, within the Class Delta Surface Area according to current FAA, USAF, Base, and local policy.  Operates ATC equipment, ensuring use will result in satisfactory usability status for control of aircraft.  Directs aircraft movement.  Directs movement of aircraft in flight and on the ground as displayed on radar indicator, pilot reported, or observed visually from the tower. 
ADDITIONAL INFORMATION:  This position is currently a GS position.  Upon conversion to the national security personnel system (NSPS) this position may be converted to a corresponding NSPS pay banded position at which time pay may be negotiated in accordance with NSPS regulations.
MAXIMUM ENTRY AGE:  A maximum age for original entry into an identified ATC position is 36.  An individual shall NOT be appointed or assigned to an ATC position if that appointment can not be accomplished prior to the last day of the month in which the individual reaches his/her 36th birthday.  Applicants over the age limits must meet re-entry or age waiver requirements accordance with DoD 1400.25-M Change 8, Department of Defense Civilian Personnel Manual, Subchapter 331, Civilian Air Traffic Controllers.  Any individual who has reached the mandatory separation age (56) is NOT eligible for employment/reemployment as an ATC (5 U.S.C. 3323(a) (reference (b)).
NOTE: ATCs have a mandatory separation age of 56.  This position is covered as an Air Traffic Controller under 5 USC 2109.  This position is subject to the special retirement provisions for Air Traffic Controllers under CSRS and FERS (5 USC 3382, Involuntary Separation for Retirement; 5 USC 8335(a) and 8425(a), Mandatory Separation; 5 USC 8336(e), Immediate Retirement; 5 USC 8339(e) and 8415(d), Computation of annuity; and 8412(e).

SPECIALIZED EXPERIENCE:  One (1) year specialized experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skill, and abilities required to perform the level of work of the specialization for which application is made.  This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations.  Examples of specialized experience include:  Issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement.  This specialization also requires: (1) Ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure; (2) Skill to coordinate plans and actions with pilots and other controllers; and (3) Judgement to select and take the safest and most effective course of action from among several available choices.  Qualifying specialized experience must have provided the ability to: (1) Arrive quickly at well-reasoned solutions to complex problems; (2) Adjust quickly to different assignments, changing conditions, and workload fluctuations; (3) Remain calm and controlled during and after long periods of tension and fatigue; and (4) Speak rapidly, clearly, and distinctly.

CERTIFICATE AND RATING REQUIREMENTS:  Air traffic control specialists in all specializations must possess or obtain, within uniformly applicable time limits, the facility ratings required for full performance at the facility where the position is located.  Applicants must possess or obtain a valid Air Traffic Control Specialist Certificate and/or Control Tower Operator Certificate, if appropriate.  These certificates require demonstrating knowledge of basic meteorology, basic air navigation, standard air traffic control and communications procedures, the types and uses of air navigation aids, and regulations governing air traffic.  Facility ratings require demonstration of knowledge of the kind and location of radio aids to air navigation, the terrain, the landmarks, the communications systems and circuits, and the procedures peculiar to the area covered by the facility.  MEDICAL REQUIREMENTS In general, air traffic control specialist applicants and employees must have the capacity to perform the essential functions of these positions without risk to themselves or others.  The provision of sufficient information about physical capacity for employment requires that before appointment undergo appropriate pre-employment physical/medical evaluations.




RETENTION REQUIREMENTS:  The physical requirements apply to: (1) air traffic control specialist in the center and terminal specializations who are actively engaged in the separation and control of air traffic, (2) immediate supervisors of air traffic control specialists actively engaged in the separation and control of air traffic, and (3) air traffic control specialist in the station specialization who regularly perform flight assistance services.  Employees occupying the types of positions described above must requalify in an annual medical examination, usually given during the employee's month of birth.  Controllers incurring illness, injury, or incapacitation at any time between the annual examinations must be medically cleared before returning to air traffic control duty.  Examinations, including laboratory tests and consultations, will be accomplished to the extent required to determine medical clearance for continued duty.  New employees are required to meet the retention requirements by examination during the first 10 months of service.  Employees who are found to be not physically or emotionally qualified for air traffic control duties at any time will be subject to reassignment to a position for which they are fully qualified, retirement for disability if eligible, or separation from the service.

KNOWLEDGE, SKILLS, AND ABILITIES:  




1.  Knowledge of a comprehensive body of air traffic laws, rules, regulations, and procedures including operational FAA, USAF, base and local ATC directives and regulations, and terminal air traffic control procedures, including tower and radar procedures.  General knowledge of USAF standard operating procedures, rank, structures, customs, and courtesies required.




2.  Ability to possess and maintain current and valid FAA ATC Specialist certificate.




3.  Ability to make rapid and precise judgements in a real-time work situation, remain calm under conditions that are stressful, coordinate many different processes at once, adjust rapidly to change in the traffic pattern and tempo of work activity.




4.  Comprehensive knowledge of the functional/operational limitations of all ATC equipment, as well as, approach lighting, airfield lighting, weather instructions, NAVAIDS, remote status indicators, arresting systems, landlines, and any other equipment pertaining to ATC services.




5.  Knowledge of weather phenomena and localized effects, to include the ability to provide appropriate reporting procedures as required.




6.  Ability to communicate effectively orally and in writing.




 







PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

CONDITIONS OF EMPLOYMENT/OTHER SIGNIFICANT FACTS






Secret clearance required.


This position is designated by Air Force as a testing designated position (TDP) under the Air Force Civilian Drug Testing Program. 


May br required to work a uncommon tour of duty, i.e., Saturdays, Sundays, holidays, etc.  May be required rotating shifts and overtime.  May be required to respond to short notice recall to support unscheduled emergency air traffic and/or contingencies/exercise to support the mission.


May be required to perform temporary duty away from Elmendorf AFB and may be required to fly via military or commercial aircraft.


This position is designated as a Key Staff Position (Code A) for screening the incumbent from the Ready Reserves. 


Must meet and maintain Air Force medical standards as specified by USAF regulation necessary to perform ATC duties.


Will be required to perform other duties as assigned by the supervisor, to include special projects.


Experience in an air traffic control facility exceeding 80,000 annual operations and similar in complexity to Elmendorf AFB is highly desirable.


This position is covered as an Air Traffic Controller under 5 USC 2109.
