This is a non-bargaining unit position.
The work schedule for this position is Mixed Tour. With a Mixed Tour
work schedule, an employee may be changed between full-time; part-
time and intermittent work schedules to accommodate fluctuating
workloads and is subject to a signed agreement.
Major Duties
The incumbent manages and supervises temporary census offices and a
GG-12 Area Manager, regional technicians, and other Area office
staff. Provides planning, coordination, technical direction and
observes field operations. Provides analytical and logistical
support in the Regional Census Center (RCC). Conducts group or
individual training; observes and evaluates training. Reviews and
analyzes cost and progress reports to ensure that census operations
are staying within budget and on schedule, and that quality standards
are being met. Prepares cost reports and memoranda as necessary.
Performs and directs the recruiting, interviewing, testing,
selection, and induction of new employees. Ensures adequate staffing
levels are met. Evaluates employee performance and initiates rewards
or disciplinary actions as necessary. Maintains performance plans.

Presidential proclamation or by law as the last day of Operation
Iraqi Freedom under the following conditions: honorable discharge,
served a minimum of 2 years on active duty, or if a Reservist, served
the full period for which called to active duty (Reservists must
include appropriate documentation).

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS:
Must be able to converse and translate fluently from Spanish to
English and from English to Spanish accurately.
To qualify for this position you must have at least one year of
specialized experience which is equivalent to at least the next lower
grade level in this series. Specialized experience that equipped the
applicant with the particular knowledge, skills, and abilities (KSAs)
to perform successfully the duties of the position, and that is
typically in or related to the position to be filled.
GRADE-13
EXPERIENCE:
At least one year of specialized professional work experience at or
equivalent to the grade 12, in the Federal service. Examples of such
experience include the following: directly supervising a staff of
field employees; analyzing and monitoring the quality of work
produced by an office and/or field staff; using knowledge of data
collection procedures and techniques to resolve problems related to
the review, analysis, and research of factual information and trends
to write technical reports; determining and implementing recruiting
goals to conduct recruitment activities; monitoring and facilitating
training sessions for office and field staff; and analyzing and
monitoring cost and progress reports regarding staffing, training,
etc. to ensure successful completion of office and/or field
operations.
EDUCATION: Education cannot be substituted for specialized
experieince at this grade level.
