This position is located in the Enterprise Training Division, Office
of Human Resources. The Enterprise Training Division is looking for
an enthusiastic individual to provide senior level advice in the area
of human resources development as it relates to e-learning
initiatives.

Major Duties

You will serve as a HR Specialist (HR Development)and will perform
the following duties but not limited to:

*Serves as the USPTO System Administrator for the Learning
Management System (LMS) and represents the USPTO on OPM's
Enterprise Human Resources Integration (EHRI)Training Initiatives and
Department-wide Commerce Learning Center teams.

*Analyzes, interprets, and formulates new approaches to integrating
human resources related functions into various training systems and
serves as the expert technical consultant.

*Serves as the Commerce Learning Center (CLC) database administrator
responsible for monitoring, troubleshooting, and resolving CLC
issues, importing course content into CLC and customizing the CLC
site by adding links,evaluations forms, and notices.

*Identifies training and developmental needs through online surveys
and assessments. Provides a wide variety of learning
methods including technology-based methodologies.

(s). NOTE: You must be connected to a printer in order to

4. Once you have reviewed the list of documents and printed any

5. Before faxing your document(s), take care to ensure the document
is legible and all information is complete and signed, if

unique identification number and bar code, which ensures your
document is processed correctly.

proof of submission.

What To Expect Next:
The review of applications is a three-step process. First, all
candidates are evaluated to determine if they meet the basic

QUALIFICATIONS:




Applicants must meet the following United States Office of Personnel


Management's (OPM) qualifications requirements for the advertised


position. OPM's prescribed Group Coverage Qualifications Standards

Specialized Experience Requirements: Specialized experience is


experience that equipped the applicant with the particular knowledge,


skills and abilities to perform successfully the duties of the


position, and that is typically in or related to the position to be


filled. To be creditable, specialized experience must have been


equivalent to at least the next lower grade level.




Candidates applying for the GS-13 grade level must have at least 52


weeks of specialized experience equivalent to the GS-12 grade level


in the Federal Service. Applicants applying for the GS-13 grade level


must possess experience in:




*Advising supervisors and employees in the area of HR development;


partnering with managers to design Human Capital performance


enhancement solutions;consulting with subject matter experts to


develop clear training goals for employee growth aligned with the

JavaScript, large scale database processing and reports; E-Learning


Management Systems (LMS), life cycle processes, modifying learning


objects and online course functionality.




In order to be considered qualified at GS-13 grade level, applicants

52 weeks of specialized experience equivalent to the next lower grade
