Major Duties

Reviews all P.L. 93-638 contracts for statement of work and funding amounts to ensure that the two comply with regulatory requirements and are consistent with tribal plans or priority lists.  Serves as the technical expert on HIP and tribal government contracts.  Provides advice and assistance to the Indian Services Officer and Deputy Regional Director for Indian Services on the housing Improvement and Tribal Operations programs.  Serves as liaison between the Regional Office, Indian tribes, and agencies in matters of Housing and Tribal Operations.  Collects data and monitors information to respond to the Government Performance Results Act, the Performance Management System and relevant data calls.  Serves as the technical expert with responsibility for implementing. Monitoring, and evaluating Tribal Operations and HIP activities with in the regions jurisdiction.  Plans, oversees, and evaluates program needs and compiles information for the Central Office for the distribution of funding.  Monitors contracts as the contracting officer’s technical representative and assures inspections of finished projects through agreements with facilities management.  Provides technical assistance to the tribes on governmental matters related to revision or amendment of their constitutions, bylaws, charters ands plans of operation.  Provides assistance to the tribes, in coordination with other Bureau administrative personnel, in the development and acceptance of sound operational practices by the tribal governments and serves as the Regional Office representative at tribal meetings.

2.  Form BIA 4432, Verification of Indian Preference for Employment, is required for claiming Indian Preference. No other form will be accepted.

3.  Form BIA 4450, Supervisory Appraisal of Demonstrated Performance or Potential, current Bureau employees.

4.  Form DD-214, if claiming 5 pt. veteran's preference or Standard Form 15 with required proof of entitlement, if claiming 10 pt. veteran’s preference.

5.  College Transcript is required for verification/documentation of qualifying education.

6.  KSA responses, KSAs are listed in announcement.  Failure to respond to the KSA questions may result in loss of consideration.

7.  Copy of most recent SF-50, Notification of Personnel Action, current or former Federal employees.
