1 vacancy - Washington DC Metro Area, DC The Office of Fossil Energy is responsible for several high-priority
Presidential initiatives including implementation of the
Administration's $2 billion, 10-year initiative to develop a new
generation of environmentally sound clean coal technologies, the $1
billion FutureGen project to develop a pollution-free plant to co-
produce electricity and hydrogen, and the nation's Strategic
Petroleum Reserve and Northeast Home Heating Oil Reserve, both key
emergency response tools available to the President to protect
Americans from energy supply disruptions.
This position is located in the Office of Fossil Energy, Deputy
Assistant Secretary for Petroleum Reserves, Office of Operations and
Readiness. The incumbent serves as an expert specialist and advisor
on petroleum biogeochemistry and refining, long-term petroleum
storage, and petroleum quality surveillance, assessment, and
measurement, and plans, implements and manages diverse research
programs in support of these activities.
Major Duties
The incumbent of this position develops long-term petroleum quality
surveillance and assessment program strategy; manages laboratory
services that support the program; initiates enhancements and
revises program strategy. Maintains awareness of petroleum
laboratory practices, evaluates applicability to Strategic Petroleum
Reserves (SPR) quality surveillance and assessments, and
incorporates as appropriate. The incumbent maintains liaison with
other government and industry personnel involved with petroleum
measurement and loss control and makes recommendations on technology
for measurement of petroleum in surface and underground storage.
The incumbent is knowledgeable in current petroleum refining
operations and process technology to ensure that SPR crude oil
commingling practices will not result in mixtures that will require
special handling or adversely affect quality, accountability, or
recoverability of oil in long-term storage. Studies the effects of
prolonged storage of petroleum in different geologic media including
deleterious changes in quality. During drawdown and distribution or
relocation of SPR stocks, identifies potential adverse impact on
reserves or facilities. Represents the SPR organization on working
groups and committees in the areas of petroleum chemistry,
measurement, and accountability and at National and international
meetings. Provides expert advice to the DAS and Office Director on
petroleum chemistry, refining, and measurement.

QUALIFICATIONS:
All applicants must have at least one year of specialized experience
equivalent to the next lower-grade level. APPLICANTS MUST HAVE
EXPERIENCE THAT DEMONSTRATED THE ACCOMPLISHMENT AND EXPERIENCE IN
THE DEVELOPMENT AND EVALUATION OF PETROLEUM REFINING AND STORAGE,
REQUIRING AN EXPERT KNOWLEDGE OF THE PETROLEUM INDUSTRY AND TERMINAL
STORAGE FACILITIES OPERATIONS.
The successful candidate will possess the following knowledge,
skills and abilities (KSAs):
1. Ability to plan, coordinate, and/or undertake major studies and
reports of a complex nature.
2. Knowledge of petroleum chemistry and petroleum laboratory
practices.
3. Knowledge of the petroleum industry, including production,
storage, refining and transportation.
4. Knowledge of petroleum quality and accountability standards and
practices.
5. Ability to present information in a clear, concise manner, both
orally and in writing.EDUCATION: A degree is not required, but may help your application
stand out from the rest.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY:
