Major Duties
DUTIES:Installs, configures, troubleshoots, and maintains hardware and software to ensure the availability and functionality of the systems. Recovers data in the event of hardware or software failure.Manages the lifecycle of an information technology project from concept development through implementation. Identifies customer requirements, develops technical approaches, and coordinates project resources related to project costs and schedules.Performs or participates in a range of information technology (IT) management activities that extend or apply to an entire organization or major components of an organization. IT management activities include strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, architecture and infrastructure planning and management, auditing, and information security management. Plans, develops, and implements systems and IT policy changes.Serves as a team/work leader, leading team efforts in the development, implementation, and/or evaluation of program or project responsibilities. Facilitates team or unit processes by working with team members or employees to ensure that tasks are completed, that good working relationships among team members and with management officials are maintained, and that team priorities and goals, needs, and achievements are coordinated with management.

Qualifications
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of computer languages, utilities, machines, systems administration and access methods.
Ability to analyze organizational and operational problems and organize, plan, direct and review outcomes for the developed solutions.
Knowledge of the principles, methods, and techniques of IT project planning, management, monitoring, and evaluation.
Ability to plan, develop, and implements federal information technology guidelines and policies.
Ability to communicate effectively; verbally and in writing.
Ability to work effectively with other teams, divisions, and organizations to accomplish the mission task.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for the FP-03 level includes one year of specialized experience at least equivalent to the FP-04 or GS-11 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform the duties of the position successfully. Examples of specialized experience include experience analyzing a number of alternative approaches when advising management concerning major aspects of IT system design. The experience demonstrates accomplishment of computer project assignments requiring knowledge of computer requirements and techniques pertinent to the position to be filled.
