This position is with the U.S. Department of Homeland Security, Federal Emergency Management Agency (FEMA), Logistics Management Directorate, Property Management Division. The incumbent will be responsible for the installation, operation and maintenance of the automated personal property system.

Major Duties

FEMA Mission:  The primary mission of the Federal Emergency Management Agency is to reduce the loss of life and property and protect the Nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters, by leading and supporting the Nation in a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery, and mitigation.Primary Purpose:   Provide information technology support in the installation, operation and maintenance of the automated personal property system.Specific Duties:Responsible for the installation of new software, diagnostic practices, updating existing software and programming for all types of workstations and other networking devices.

Provides support for the reporting, system administration and data analysis activities.  Assists management with preparation and tracking of the property budget. 

Identifies specific requirements for budgets, material, equipment, facilities and services needed to support FEMA's Automated Property Management System (APMS). 

Collects analyzes and reviews Federal and agency logistical programs, policies and procedures for integration into the property program.

Provides support for the TAV System, to include training, user assistance, administration tasks, system management and program planning. 

Participates in the research of hardware and/or software in support of the RFID and GPS tracking capabilities.

Performs minor database administration and data standardization tasks.    

Assists in the oversight of the installation, operation and maintenance of FEMA's Automated Property Management System.   

Monitors the database for performance and executes preventive and correction actions related to hardware and software configurations.  

Responsible for the support of all internal customers surrounding all systems within the Property Management Division. 

Responsible for processing of the Property Accountability Data Specification Program.

Implements, trains and supports field personnel with the utilization of the automated personal property systems to include bar coding hardware and software, TAV Systems and other Information systems managed by the Property Management Division.

Specialized Experience Requirements:  Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service. For GS-09 grade level, at least 1 year specialized experience must have been at or equivalent to the GS-7 grade level. For GS-11 grade level, at least 1 year specialized experience must have been at or equivalent to the GS-9 grade level.  Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. 

For this position, specialized experience is experience installing, operating and maintaining complex automated systems.

KNOWLEDGE, SKILLS, AND ABILITIES: 

In order to receive consideration at the GS-9, you must address the KSA's listed below:

1.  Ability to install software packages and patches; modify existing software errors, configurations and parameters; analyze and troubleshoot software errors; and install and maintain new hardware and associated peripherals (address all elements).

2.  Ability to manage and maintain work activities and provide software and hardware technical support to users of a diverse organization engaged in various functions and missions.

3.  Knowledge of the use, maintenance and management of logistical information systems, including policies and procedures regarding real and personal property as they relate to the IT industry.

4.  Knowledge of various automated tracking technologies such as GPS systems, RFID technology and related maintenance and support applications.

5.  Skill in interpreting and applying guidelines, policies and procedures. 



In order to receive consideration at the GS-11-, you must address the KSA's listed below:

1.  Skill in the development, installation, integration, operation and maintenance of computer networks systems, transmission media, data processing and peripheral hardware.

2.  Skill in network infrastructure in order to troubleshoot, configure and install network hardware/software;  fielding and support of large scale multi-faceted applications and databases; and using multi-tiered systems utilizing a web based UI to maintain connectivity (be sure to address all 3 skills areas).

3.  Knowledge of the design, structure and content of disaster supported Contractor Off The Shelf (COTS) software packages and/or databases or systems including Internet/intranet applications and applications maintenance.  

4.  Ability to use various automated tracking technologies such as GPS systems, GPS transponders, RFID technology and the support and maintenance of these various systems.  

5.  Skill in troubleshooting hardware and software application errors, analyzing results and recommending solutions that will add to or improve user capabilities and provide management with interim solutions as needed.

6.  Skill in applying the principles, practices and techniques utilized by a logistic support operation.

Education obtained in an accredited college or university may be substituted for specialized experience requirements for positions at GS-9 and GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work being advertised.
