In this position you will provide a wide range of Help Desk services to Agricultural Research Service customers, including troubleshooting connectivity and telecommunication problems, maintaining security access protocols, upgrading access for new applications, and other user assistance services. You will also provide technical expertise within the Office of the Chief Information Officer to make recommendations regarding new technology acquisition and implementation and the formulation of policies, procedures and standards.
This position is being announced under both Demonstration Project and Alternative Merit Promotion procedures. Applicants with federal civil service competitive status who wish to be considered under both procedures must submit two complete application packages. Basic Requirements:
GS-09 Level: One full year of specialized experience equivalent to at least the GS-07 level in the federal service that equipped you with the knowledge, skills, and abilities shown below under “Specialized Experience;” OR 2 full years of progressively higher level, directly related graduate education leading to a master’s degree or completion of the master’s degree in a directly related field.
GS-11 level: One full year of specialized experience equivalent to at least the GS-09 level in the federal service that equipped you with the knowledge, skills, and abilities shown below under “Specialized Experience;” OR 3 full years of progressively higher level, directly related graduate education leading to a Ph.D. or equivalent doctoral degree or completion of the Ph.D. or doctoral degree in a directly related field.
GS-12 level: One full year of specialized experience equivalent to at least the GS-11 level in the federal service that equipped you with the knowledge, skills, and abilities shown below under “Specialized Experience.
Additional Requirements:

Specialized Experience is experience which has equipped you with the following Knowledge, Skills and Abilities - 'KSAs' required to perform the duties of this position:
1. Ability to diagnose and resolve problems in response to customer reported problems and incidents for equipment and software. (Equipment and software might include, such items as PDAs, Blackberry’s, scanners, network and desktop printers and PCs, laptops, and COTS applications, such as MS Office Suite 2003, SharePoint, Outlook 2003, Adobe, etc.).
2. Knowledge of personal computer systems, such as hardware, software, peripherals, operating systems, configurations, and system software applications.
3. Knowledge of Microsoft XP and Vista operating systems (Required for GS-11/12 only).
