 1 vacancy - Fredericksburg, VA The US Department of Agriculture (USDA) provides leadership on food, agriculture, natural resources, and related issues based on sound public policy, the best available science, and efficient management. The Agricultural Marketing Service (AMS) is responsible for protecting and promoting agricultural health, administering the Animal Welfare Act, and carrying out wildlife damage management activities.

This position is located in Fredericksburg, VA at the Audit, Review, and Compliance (ARC) Branch, Livestock and Seed Program.  This branch is responsible for carrying out programs and activities relating to the auditing and verification services for agricultural products.  This position involves serving as a technical expert to the audit team and providing program support through administrative tasks.



Major Duties

The incumbent provides specific knowledge or expertise to the audit team, but does not act as an actual auditor on the team.  The incumbent also provides technical support for the branch quality management systems and for members of industry. This duty requires that the incumbent maintain knowledge of relevant quality system standards, product standards and specifications, and applicable regulatory requirements.  The incumbent also conducts, manages, and reports the results of reviews of documentation to ensure program requirements are met. 
Additionally, the position requires a variety of administrative/program support duties, such as, assembling abstracts and preparing information for use by the supervisor; receives and reviews incoming correspondence, reports, memos, and other materials and handles or forwards it appropriately; and handles client requests for information.

Minimum Qualifications at GS-5 level:  To qualify for this position at the GS-5 level, applicants must meet one of the following requirements:




Experience:  3 years of general experience, 1 year of which was equivalent to at least the GS-4 level of federal service.  This experience should have equipped the applicant with the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.




OR




Education:  4 years of education leading to a bachelor's degree from an accredited business, secretarial or technical school, junior college, or university (NOTE:  One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours.)  Transcripts must be submitted if using education to qualify.




OR




Combination:  Equivalent combinations of successfully completed undergraduate education and experience (as described above) may be used to meet total qualification requirements.  Total qualifying experience is calculated as a percentage of the experience required (i.e., 2 years of general experience is 67% of the 3 year requirement).  Total qualifying education is calculated as a percentage of the education required (i.e. 2 years of education above high school is 50% of the 4 year requirement).  The two percentages are added and must equal at least 100% to qualify an applicant for that grade level.  (For example, 67% of the experience requirement and 50% of the education requirement would qualify the applicant at over 100%).  Transcripts must be submitted if using the combination option to qualify.




 




Minimum Qualifications at GS-7 level:  To qualify for this position at the GS-7 level, applicants must meet one of the following requirements:




Experience:  1 year of specialized experience, equivalent to at least the GS-5 level of federal service, that equipped the applicant with the particular knowledge, skills, and abilities to perform the duties of the job successfully.  This experience should be related to the agricultural marketing specialist position. Examples of appropriate specialized experience would include merchandising agricultural products that involved trading, transportation, processing regulations, storage, inspection, grading, or standardization of pertinent agricultural commodities; or developing, surveying, and promoting markets for U.S. commodities in foreign areas and developing pricing policies; or marketing research or analysis of business practices, consumption patterns, processing, wholesaling; or developing new processes, forms, agreements, requirements; or insuring compliance with regulatory laws to prevent unfair trade practices; or improving marketing facilities, equipment, packaging, handling, work methods or transportation.




OR




Education:  1 full year of graduate education at an accredited college or university that demonstrates the knowledge, skills, and abilities necessary to do the work. Graduate education should be in such fields as marketing, economics, business administration, agriculture, agricultural economics, agricultural business, accounting, statistics, mathematics, commerce, transportation, or in one of the specialized commodity fields. (NOTE:  One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year requirement.) Transcripts must be submitted if using education to qualify.




OR




Combination:  Equivalent combinations of successfully completed graduate course work and experience (as described above) may be used to meet total qualification requirements.  Total qualifying experience is calculated as a percentage of the experience required (i.e., 9 months of specialized experience is 75% of the 1-year requirement).  Total qualifying education is calculated as a percentage of the education required (i.e., 6 credit hours of graduate education is 33% of a year of study based on 18 hours).  The two percentages are added and must equal at least 100 percent to qualify an applicant for that grade level.  (For example, 75% of the experience requirement and 33% of the education requirement would qualify the applicant at over 100%).   Transcripts must be submitted if using the combination option to qualify.




OR




Superior Academic Achievement (SAA) at the baccalaureate level. To qualify for SAA, applicants must have completed a bachelor's degree AND meet one of the following:




1. A grade point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.




2. A grade-point average of "B " (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.




3. Rank in the upper one-third of your class in the college, university, or major subdivision.




4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Note: If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society.




You MUST provide copies of all college transcripts to qualify based on education.
