Duty Locations

 few vacancies - Parkersburg, WV Public Debt is an agency within the Department of the
Treasury. You are our customer if you have ever bought any type of
Treasury security including Savings Bonds.
This announcement will establish a roster. Certificates may be
issued from this roster for up to six months after the closing date
of the announcement.

A total of three or more selections will be made. The selection may
be made from 08-BPD-160PDR, 08-BPD-161ASR, 08-BPD-162PR, or from any
other appropriate source.

This position is located in the Office of Management
Services/Division of Administrative Services/Information Management
Branch.

Work Schedule is Part-time with a set schedule of Monday, Tuesday,
and Friday 7:00 a.m. to 3:30 p.m.

Major Duties

Receives incoming mail; reviews, inspects, and sorts materials.
Takes appropriate security precautions, which may include wearing
respirator mask, goggles, and gloves. X-Rays incoming bags, boxes,
and trays of mail.

Determines the different types of retail securities in order to
separate them into the correct category for batching and scanning.
Identifies undeliverable bonds from other securities of the same
series. Determines which checks need to be scanned and delivers
them to the distribution desk for batching and scanning and then to
the appropriate areas to prepare for deposit. Delivers all other
checks to designated locations.

Examines, determines proper routing, and distributes incoming
correspondence, facsimiles, checks, savings and direct access
marketable securities, and other mail material to the proper
locations. Sorts and routes incoming mail for over 1,600 employees
at 200-250 distribution points located in different buildings and
rooms. Determines appropriate disposition of mail that lacks an
organizational address, exercising judgment to avoid delays in
delivery. Reroutes misdirected mail and screens for priority
items.

Receives registered, certified, and priority mail, and verifies
pieces against invoices to ensure all mail was received. Examines
and determines the proper routing for packages received from the
Federal Reserve Banks, which can contain approximately 20-30
different securities transactions that must be sent to different
areas or separated for scanning. Routes direct mail directly to
organizational units based on subject matter.

Receives, identities, and cancels bearer securities and coupons
(securities that aren't registered to individuals) at the point of
entry to prevent the possibility of fraud and to expedite handling
within Public Debt.

Prepares and applies postage to mail (first class, parcel post,
certified, registered, return receipt, and express mail) using
electronic metering equipment. Screens materials sent via FedEx,
UPS, and United States Parcel Service to assure that they are in
proper format, assembled, and addressed according to regulations.
As required, records and controls registered and certified mail, and
completes associated forms for submission to the post office.

Uses a personal computer to log priority mail into a tracking system
and to distribute forms to customers. Uses an automated system to
respond to forms requests received by voice mail, e-mail, and
correspondence from financial intuitions and external customers.

Uses the Internet to look up return addresses and verify missing or
incorrect addresses or zip codes. Uses Public Debts WebPhone to
look up employee locations for correct and timely delivery of mail.

Maintains an inventory of forms using an automated database.
Prepares weekly requisitions for forms.

Works on large distributions for special projects or regular
mailings. Stuffs envelopes with necessary material, ensures items
are not double stuffed, and applies postage. Receives state and
local government securities statements and sorts by appropriate
address and financial institution.

Answers telephone calls and receives visitors, refers them to the
appropriate person or office.

Performs other duties as assigned.

4. Complete/Review the Eligibility Information Questions
You will be prompted to answer 19 questions related to your
eligibility for Federal employment. These questions determine what
types of jobs you are eligible to apply for based on your past
Federal experience and other factors. You will only answer these

with all future applications. However, when you apply for another

Required Documents:
An SF-50, Notification of Personnel Action, which shows you have
competitive civil service status, OR proof of appointment
eligibility if eligible under a special appointment authority
(examples: letter from Vocational Rehabilitation Counselor, or
copy of appropriate Code of Federal Regulations, etc.);
Applicants who are applying as a VEOA/VRA eligible are required to
