The Office of Program Analysis and Evaluation is the principal staff
for the Under Secretary of Commerce for Oceans and
Atmosphere/Administrator, National Oceanic and Atmospheric
Administration (NOAA) for independent program analysis and
evaluation.

This position will be filled under the Commerce Alternative
Personnel System (CAPS). This system replaced the Federal GS pay
plan and structure. Under this system, positions are classified by
career path, pay plan, and pay band. The pay band 4 is equivalent

Major Duties

Within the assigned area of responsibility, this analyst will
provide independent and objective evaluations and assessments of
specific initiatives, program plans, and broad area efforts for
their ability to support, and consistency with, Department of
Commerce and NOAA mission, objectives and policies. Programs
evaluated have regional, national, and international impacts.

This analyst will be an essential part of the programming phase of
the Planning, Programming, Budgeting, and Execution System process
which provides the fiscal and programmatic linkage between NOAA's
strategic plan and its budget. This analyst will be responsible for
developing process, policy and program alternatives to ensure NOAA's
Program is the most efficient and effective.

This analyst will prepare comprehensive reports and position papers
for the Under Secretary, Deputy Under Secretary, and other key
leaders to present options for implementation of recommendations to
ensure programs and policies are compatible with NOAA's
organizational structure, functions, and goals and that they use
NOAA resources in an efficient and effective manner.
