agency within the U. S. Department of the Interior, and whose
resources are on America's public lands, located primarily in the 11
Western States, including Alaska. The BLM manages and administers

The BLM mission is to sustain the health, diversity, and

The BLM in Nevada will be undergoing reorganization in the near
future. This means that the current two-tier organization will
transition to a three-tier organization resulting in the generation
of new duty locations, new duty location names, and in some cases
new supervisory and/or management positions.

Major Duties

Perform a variety of minerals management functions, providing
advisory, planning or reviewing services on specific problems,
projects, programs, and functions, as well as support clearances for
other BLM activities and programs. The work may include development
of criteria, procedures, or instructions for major mineral
management activities within the Las Vegas Field Office, or the
investigation, data collection, analysis, evaluation, and reporting
of complex geologic or mining engineering problems and situations.

Performs mineral and geological evaluations in connection with land
classification, exchanges, withdrawals, disposal, and resource
planning. Conducts mineral examinations, including mining claim
validity, mineral in character, uncommon variety, and surface use
determinations, mineral appraisals, and mineral potential
determinations.

Prepares mineral reports, environmental assessments, or categorical
exclusions for various actions involving minerals program
operations, disposal of mineral materials, and the leasing of
mineral commodities. Reviews mine and reclamation plans for
compliance with regulatory requirements.

Participates or leads interdisciplinary team projects for minerals
related actions, such as preparation of environmental assessment
reports on mineral leases, sales, free use permits, mining plans,
and other mineral actions requiring such reports.

Provides technical expertise in formulating surface protection
stipulations, standards, and mitigating measures to reduce the
adverse impacts of surface disturbing activities. Ensures on the
ground compliance with these measures and prepares appropriate
reports (e.g., inspection reports, surface use reports, mineral
potential reports, etc.).

WORKING CONDITIONS: The work includes both office and field


conditions. Office work often involves long periods of intense


concentration on technical details, and lengthy periods using a


personal computer. Most field work requires a certain amount of


physical stamina under a variety of arduous conditions, including


travel by vehicle or foot over rugged, slippery, and/or hazardous


terrain, exposure to adverse temperature and weather conditions, as


well as physiographic extremes. Field work is often performed in


very rugged terrain, and may be under adverse weather conditions


such as rain, mud, snow and dust (as well as fair conditions), both


by vehicle and by foot travel. The incumbent must regularly drive a


manual-transmission 4x4 vehicle in those conditions, sometimes over


narrow, rough roads.

This position is interdisciplinary in nature. It is being


advertised under the following series: Mining Engineer, GS-0880,


and Geologist, GS-1350. Two positions will be filled using one of

BASIC REQUIREMENTS:


(GEOLOGIST)


Degree: geology, plus 20 additional semester hours in any


combination of mathematics, physics, chemistry, biological science,


structural, chemical, civil, mining or petroleum engineering,


computer science, planetary geology, comparative planetology,


geophysics, meteorology, hydrology, oceanography, physical


geography, marine geology, and cartography.

Combination of education and experience which includes course work


as shown above, plus appropriate experience or additional education.




(MINING ENGINEER)


Degree: professional engineering. To be acceptable, the curriculum


must: (1) be in a school of engineering with at least one curriculum


accredited by the Accreditation Board for Engineering and Technology


(ABET) as a professional engineering curriculum; or (2) include


differential and integral calculus and courses (more advanced than


first-year physics and chemistry) in five of the following seven


areas of engineering science or physics: (a) statics, dynamics; (b)


strength of materials (stress-strain relationships); (c) fluid


mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and


circuits; (f) nature and properties of materials (relating particle


and aggregate structure to properties); and (g) any other comparable


area of fundamental engineering science or physics, such as optics,


heat transfer, soil mechanics, or electronics.

B.Combination of education and experience which includes college-


level education, training, and/or technical experience that


furnished (1) a thorough knowledge of the physical and mathematical


sciences underlying professional engineering, and (2) a good


understanding, both theoretical and practical, of the engineering


sciences and techniques and their applications to one of the


branches of engineering.

service OR Two (2) years of progressively higher level, directly


related graduate education leading to a master's degree or master's


or equivalent graduate degree.




Specialized experience required at the GS-09 for MINING


ENGINEER/GEOLOGIST is further defined as having experience in Mining


Law Administration and/or Mineral Materials Management activities.


Such experience may include working with the regulations found at 43


CFR 3809/3715 and/or 3600; conducting compliance inspections for


notices or plans of operations and/or mineral materials exploration


and production; resolution of non-compliance issues, related to


notices or plans of operations; and/or mineral trespass resolution


related to exploration and production of mineral materials; and


writing correspondence related to the minerals programs.




To qualify at GS-11: One (1) year of specialized experience


equivalent to the next lower grade level (GS-09) in the Federal


service. --OR-- Three (3) years of progressively higher level


graduate education leading to a Ph.D. degree --OR-- Ph.D. --OR--


equivalent doctoral degree.




Specialized experience required at the GS-11 for a MINING


ENGINEER/GEOLOGIST is further defined as having experience in Mining


Law Administration and/or Mineral Materials Management activities.


Such experience may include working with the regulations found at 43


CFR 3809/3715 and/or 3600; permitting mineral exploration sampling


programs; permitting of small, medium, or large scale mines and/or


production facilities; coordinating the reclamation and/or closure


of exploration, mining or mineral extraction operations;


calculating bond estimates for the reclamation and/or closure of


mining or mineral extraction operations; and preparing and reviewing


environmental documents prepared by others.
