Major Duties

The position serves as the principal advisor and reports directly to the Deputy Assistant Secretary for Multifamily Housing Programs with regard to activities within the assigned geographical area and various Program Centers. The programs for which the position is responsible include both asset development and asset management programs as they relate to Multifamily Housing, including underwriting, asset management, asset disposition, and preservation activities.  Directs the supervisory staff who manage the professional, technical and clerical staff required for the asset development and management of assigned housing programs, including but not limited to new initiatives, assisted housing, initial project planning, technical processing phases, construction, initial occupancy, asset disposition, and program liquidation.  Is responsible for assuring that asset development and preservation, asset management and asset disposition functions, and any other program responsibilities (such as procurement and contract management) assigned to the Multifamily Hub operate in accordance with the current policies and procedures established by the Department; maintains quality control over all assigned functions; responsible for the accuracy and timeliness of all decisions.  Responsible for assuring that workload is prioritized and scheduled, and is responsible for maintaining data systems and automated reporting systems to assure work items can be tracked and analyzed. Makes adjustments to operations when necessitated by changing demands and/or reduction in resources, and will assure accurate and timely reporting of operations and activities.  Responsible for customer service program functions such as, but not limited to, underwriting, asset management, asset disposition, refinancing and preservation, proposing the disposition of HUD-acquired multifamily assets, administering assisted housing programs, grants, capital advances and loans, including reviewing Section 8 activities by contract administrators, training program intermediaries, maintaining liaison and outreach activities to program intermediaries and other various HUD-clients.

Qualifications

Applicant MUST have one year of specialized experience equivalent to the next lower grade in the Federal service, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position described in the Major Duties above. 

Candidates must have demonstrated that they possess the experience in at least one of the following:

(1) Multifamily asset development which can be demonstrated by experience in either: (a) multifamily loan origination experience working for a multifamily mortgagee who brings loan applications to the lender from owners and developers of multifamily housing or health care projects in order to facilitate the financing of a proposed or refinancing of an existing project; OR (b) multifamily underwriting experience determining the financial feasibility of a proposed loan on a multifamily or health care project by considering market, appraisal, and marketability issues; financial stability and experience of the owner or developer, and the design/physical condition of the property.

(2) Multifamily asset management which can be demonstrated by experience in either: (a) multifamily mortgage servicing experience assuring the long term stability of a multifamily or health care loan throughout its term, including ensuring that payments are made timely and that the owners meet all assigned responsibilities, including maintaining the physical and financial condition of the project; OR (b) multifamily property management, responsibility for overseeing the day to day management of multiple existing multifamily housing or health care projects, including marketing, intake of rental income, and maintenance of units.

Candidates must also have experience working with individuals or groups representing widely divergent backgrounds; establish program objectives or performance goals and assess progress toward their achievement; analyze organizational and operations problems and develop timely and economical solutions; etc.
