This is a permanent, full-time position with the U.S. Fish and Wildlife Service, Region 6, National Wildlife Refuge System, Charles M. Russell National Wildlife Refuge, Lewistown, Montana.


Lewistown is a great place to live and work. This small community has a population of approximately 5,000 residents. Lewistown offers all of your living needs - two grocery stores, two hardware stores, two sporting good stores, hospital, three car dealerships, movie theater, video rental, family restaurants and numerous specialty shops. Larger towns such as Great Falls and Billings are 110 to 140 miles away. Both of these offer malls and large retail stores (Wal Mart, Target, Lowes, Home Depot, etc). Lewistown offers a quality education with three elementary schools, a junior high and high school. Currently there are numerous properties for sale in town and several new developments just a few miles from town. Lewistown and surrounding lands offer ample outdoor recreational opportunities from fishing, small, and big game hunting, waterfowl and upland bird hunting, to hiking, camping, etc. The state record black bear was harvested just east of town last year. Yellowstone and Glacier National Parks are about 4 hour drive. 


The main purpose of this position is to oversee the Wetland Management District and provide pilot services.  Wetland District responsibilities will include grassland and wetland habitat manipulation, public use management, direct and carry out the operational phases of administration, environmental education, and aircraft operations. 

This position may be filled at the GS-11 or GS-12 grade level.


This is a multi-series position and may be filled in any of the following series: Fish and Wildlife Biologist (Pilot), GS-401-11/12 OR Wildlife Refuge Specialist (Pilot), GS-485-11/12, OR Wildlife Biologist (Pilot), GS-486-11/12.

Major Duties

Formulates operational plans for protection and management of wildlife populations and habitats and public use.  Complete pre-flight and in-flight responsibilities in accordance with safe operating practices.  Incumbent will be carrying passengers and observers throughout the state while making airport and off airport landings, as well as flying independently as part of many on-going biological investigations.  Prepares routine administrative reports, or parts thereof, such as annual narrative reports, quarterly reports, annual procurement and other special reports.  Administers a Special Use Permit program to accomplish habitat management objectives.  Maintains contact with a variety of agencies and organizations to further goals of the Service on public and private lands.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:  The incumbent will encounter physical exertion such as walking on rough, wet and uneven terrain.  Bending, crouching, stooping, stretching, reaching, climbing and running at times; may be required to lift moderately heavy equipment and gear weighing approximately 50 pounds.  Travel to field stations may involve extended over night stays in remote locations.  As pilot in command incumbent will be required to stay airborne for up to five hours at a time.  The work requires both office and outdoor settings.  Outdoor weather extremes are common and will range from -30F to 110F.  Remaining overnight may be in tents or remote trailers.

SPECIALIZED EXPERIENCE REQUIREMENTS:
One year of progressively responsible experience equivalent to at least the next lower grade level (GS-09 grade level is qualifying for the GS-11; GS-11 grade level is qualifying for GS-12) that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of qualifying specialized experience include:




GS-11:  One year of specialized experience equivalent to the GS-09 grade level in Federal Service demonstrated by professional and scientific work in the conservation, protection, and resource utilization of wildlife and their habitat.  In addition, experience flying aircraft in low elevations (500 feet or less).




GS-12:  One year of specialized experience equivalent to the GS-11 grade level in Federal Service demonstrated by professional and scientific work in the management, conservation, protection, and resource utilization of wildlife and their habitat. In addition, experience flying a single engine aircraft in low elevations (under 500 feet) conducting aerial surveys.




SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:




GS-11: Three years of progressively higher level graduate education from an accreditated college or university leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree directly related to the position being filled.

Equivalent combinations of education and experience are qualifying the GS-11grade level, which when combined meets 100% of the qualification requirements.




GS-12:  None




ADDITIONAL QUALIFICATIONS:




The applicant must possess a current FAA Commercial Airman Certificate with ratings appropriate for the duties performed;
Possess an instrument rating;
Have completed a minimum of 500 hours of flight time as a Pilot-in-Command and 25 hours of flight time as a Pilot-in-Command at night; and
Possess a current Class II Medical Certificate.




The applicant must provide a copy of a current FAA Commercial Airman Certificate; Current Class II Medical Certificate; and last page of log book reflecting number of hours needed for this position.

The position requires completion of a specific course of study as reflected below.  You MUST submit a copy of your transcripts (official or unofficial photocopy) to document that you have met these education requirements.  Official transcripts will be required if you are selected to fill the position.  College transcripts are also required if you currently occupy or previously occupied the series for which you are applying.  If you have attended more than one university/college or have completed more than one degree, you must submit documentation from each university/college. BASIC REQUIREMENT FOR GS-486 WILDLIFE BIOLGIST (PILOT):




A.  Bachelor's degree with a major in a biological science at an accredited college or university that includes the following course work: 1) at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND 2) at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects; AND 3) at least 9 semester hours in botany or the related plant sciences. Note: If courses in wildlife, zoology, or botany are not clearly identified on transcript and knowledge of such subjects was obtained in other coursework, include a description of such courses, to include syllabus as provided in official college catalog.




OR 




B. Combination of education at an accredited college or university and experience that is equivalent to a major in a biological science. This combination includes 1) at least 9 semester hours in wildlife subjects as described in "A" above; AND 2) 12 semester hours in zoology subjects as described in "A" above; AND 3) 9 semester hours in botany as described in "A" above. Note: If courses in wildlife, zoology, or botany are not clearly identified on transcript and knowledge of such subjects was obtained in other coursework, include a description of such courses, to include syllabus as provided in official college catalog.




BASIC REQUIREMENT FOR GS-485 WILDLIFE REFUGE SPECIALIST (PILOT)




A. Bachelor's or higher degree from an accredited college or university in zoology, wildlife management, or an appropriate field of biology that included: 1) at least 9 semester hours in zoology; AND 2) 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; AND 3) 9 semester hours in botany. Note: If courses in wildlife, zoology, or botany are not clearly identified on transcript and knowledge of such subjects was obtained in other coursework, include a description of such courses, to include syllabus as provided in official college catalog.




OR




B. Combination of education from an accredited college or university and experience—-courses equivalent to a major in one of the fields described in A above that included: 1) at least 9 semester hours in zoology; AND 2) 6 semester hours in wildlife courses such as mammalogy, ornithology, animal ecology, or wildlife management; AND 3) 9 semester hours in botany, plus appropriate experience or additional education. Note: If courses in wildlife, zoology, or botany are not clearly identified on transcript and knowledge of such subjects was obtained in other coursework, include a description of such courses, to include syllabus as provided in official college catalog.




BASIC REQUIREMENT GS-401 FISH AND WILDLIFE BIOLOGIST




A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education from an accredited college or university and experience - - Courses equivalent to a major, as shown in A. above, plus appropriate experience or additional education.
