APHIS is an emergency response agency.
This means that all Agency employees may be asked or assigned to
participate in rotating temporary duty assignments to support
emergency programs at some time during their careers with APHIS. It
is difficult to predict the frequency with which such emergency
situations may occur - and could range from several emergencies in a
year to none over the course of many years. In the event that you
are called upon to support an emergency program, this may require
irregular working hours, including overtime, and may include duties
other than those specified in your official position description.
While some emergency program support assignments may be able to be
performed at the employee's current duty station, in other cases
employees may be asked to go on-site to a temporary duty station
location. In addition, it may be necessary for employees to
participate in multiple rotations to an emergency program
assignment. Attempts will be made to keep disruption to the
employee to a minimum.
Major Duties
The duties described are for the full-performance level. At
developmental grade levels, assignments will be of more limited
scope, performed with less independence and limited complexity.
This position is located in Hilo, Hawaii at the USDA, APHIS, Wildlife
Services, National Wildlife Research Center's Hawaii Field Station.
The station is a field research facility investigating mammal control
as it relates to the Wildlife Services program and cooperating agency
needs. The incumbent is responsible for supervising, performing, and
coordinating a variety of complex support work in the areas of budget
and fiscal, procurement and supply, property, personnel, travel, data
processing, and program record-keeping.
The duties may include, but are not limited to:
Advise and work closely with the Project Leader in the
development, forecasting, and monitoring the complex flow of a
combination of Federal appropriated and cooperative funds for the
Hawaii Field Station. This process is compounded due to the many
different types of agreements (interagency, reimbursable, trust,
multi-year, grants, field, etc) and differing fiscal years for state,
county and private sectors.
Responsible for maintaining an informal ledger and required to
reconcile the expenditures with reports generated from the Federal
Data Warehouse (FDW) and Foundation Financial Information System
(FFIS).
Generates an assortment of reports (payroll, collection,
spending, accounts receivable, etc) from the FDW to reconcile/verify
expenditures for the field station.
Provides technical support on procedural matters and completes
required documents; analyzes historical data and collects information
to determine the annual fiscal needs for use in developing operating
budgets; monitors and analyzes accomplishments, reports, and advises
the Project Leader of the results of the analysis to use in managing
resources and programs; represents the Project Leader on
administrative issues through regular and recurring delegations of
authority and makes determinations, decisions, and commitments
relative to administrative activities.
Processes the required documents for the bulk of the supplies and
services to meet the field station needs within the authorized
limit.
Maintains the field station informal property inventory database
and ensures new property is added to the inventory in a timely manner.
Initiates and prepares the appropriate documents and forms
required for recruitment. Ensures time and attendance for all
employees are completed accuratley and timely.
Responsible for maintaining files in accordance with the APHIS
records management system.
