This position is located in the Office of Research and Development
(ORD), National Exposure Research Laboratory (NERL), in the
Environmental Sciences Division (ESD), Landscape Ecology Branch
located in Las Vegas, NV, or in Research Triangle Park, NC.
The duty location will be determined after a selection has been made
for this position. The salary will be commensurate with the duty
location of the selected individual.

Major Duties
At the full performance level, the incumbent will provide technical
support to scientist engaged in carrying out environmental research,
sampling, field studies or similar work.
Assists in the planning and implementation of digital spatial data
manipulation software. Devises and implements small computer
applications to convert geographic information from one format to
others. Utilizes large-format scanners to acquire map data in
raster format and various GIS, image processing, and CAD software to
raster-to-vector conversion. Utilizes GIS to create digital maps
and contain complex scientific data, with a high degree of quality,
accuracy, and precision.
Creates and analyzes two- and three-dimension digital data of
geology, biology, hydrology, climatology, and elevation.
Designs and programs in HTML to enhance GIS outputs, with a strong
emphasis on creating interactive web sites. Utilizes graphic
design, Dream Weaver, templates, and databases to provide
visualization tools for a variety of user communities.
The primary difference between grade levels is the degree of
supervision, the level of training and guidance provided, and the
complexity of assignment.
This position has no extramural resources management duties.

Qualifications
Applicants must have general and/or specialized experience and/or
education as described below. This requirement is in accordance
with the Office of Personnel Management's Operating Manual for
Qualifications Standards for General Schedule Positions.
EXPERIENCE REQUIREMENTS: At least one year of specialized
experience comparable in difficulty and responsibility to the next
lower GS grade level in the federal government is required.
Specialized experience is that which has equipped the applicant with
the experience to successfully perform the duties of this position.
Candidates may qualify on the basis of education alone as follows:
GS-07: One full year of graduate education directly related to the
work of this position.
GS-09: Two full years of graduate education or a master's degree
directly related to the work of the position.
Examples of specialized experience are:
GS-05: Work performed in close association with cartographic
scientists or other technical personnel which provided knowledge of
cartographic techniques; such as color-code, attribute tag, and
digitize map data for all types of topographic, hydrographic, and
transportation features shown on a variety of topographic map series.
GS-06: Process digital cartographic data using computer-assisted
systems for entry into a digital cartographic database; assign
attribute codes from graphic source materials by raster or vector
scanning methods using interactive computer systems.
GS-7: Compute traverse and inverse to determine starting-point and
stopping-point coordinates for lines and text from known
coordinates; compute points of origin and chart corners so that data
is properly oriented on final maps.
GS-8: Prepare maps, graphs, and illustrations as part of a block or
segment of a project which involves entire, multi-stage maps of
moderate difficulty or a portion of a larger more diversified
project using conventional methods, procedures, or techniques;
establish controls and edit guides, horizontal and vertical
controls, geodetic and plane coordinates, and other geodetic
controls used in mapping; use cartographic software, computer
assisted drafting (CAD), file transfer protocols, and data
archiving; perform both automated and manual digitizing, and convert
the raw data into Geographic Information System (GIS) databases.
GS-9: Complete difficult phases of compilation in the construction,
revision, and maintenance of maps and charts; select, adjust, and
position planimetric detail from various source maps of different
scale.
GS-10: lay out and monitor difficult digital projects requiring the
selection and position of map information from various scales and
adjusting data to compile manuscripts of specified scale; review or
edit complex manuscripts for proper encoding of map data and
building digital files that can be manipulated to produce maps of
various scales; execute standard methods in processing extremely
dense features requiring resolution of symbol interference; evaluate
geodetic consistency necessary to transform graphic and digital data
into various forms or output that conform to geometric requirements
for the selected projection.

demonstrate the following competencies:
Knowledge of a wide range of concepts, principles, practices and
applications of geographic information systems technology and
digital data.
Skill in programming in a GIS environment using and manipulating
ArcObjects.
Ability to design and develop web-based systems to disseminate
information using emerging web technologies and applications.
Ability to communicate in writing.
Ability to communicate orally.
Skill coordinating project activities with others.Applicants who are qualifying based on education alone or a
combination of education or experience MUST submit a copy of your
