The Veterans Benefits Administration (VBA) is responsible for providing comprehensive benefits and services to America's veterans and their families, including compensation and pension, education, vocational rehabilitation, loan guaranty, and insurance benefits.  A position at the VBA may find you working one-on-one with veterans and their families, or developing systems and procedures that manage benefits and services for veterans.

Major Duties

The Claims Assistant works as a member of one of the Teams in the Veterans Service Center (Triage, Pre-Determination, Post-Determination, Appeals).  The assistant is responsible for the analyzing of claims and appropriately identifying dispositions of claim and control action. The assistant is responsible for the maintenance of claims folders, ensuring all pertinent records and documents are preserved, filed in chronological order, and in the correct compartment.  Develops straight forward evidence in conjunction with claims and assists with the gathering of evidence for more complex cases.  Utilizes the BDN, MAP-D systems development capabilities and prepares correspondence through office automation (including PCGL) for all development which cannot be accomplished using the BDN system.  Independently performs weekly WIPP reviews for all products established for service-connected admissions.  Receives, opens, reviews, and date stamps all incoming correspondence.  Schedules all requests for hearings by contacting the Service Organization and veteran to coordinate a hearing date and maintains the hearing schedule database.  Processes all incoming Powers of Attorney, determining if prior representation must be revoked and prepares correspondence to notify all parties concerned and updates the master record, any pending issues, VACOLS, SHARE,  and BIRLS. Greets visitors to Veteran Service Center and accurately updates the database recording VA visitors. Explains basic VA benefit programs and entitlement criteria to veterans and their dependents, assisting with completion of application and all forms.  The incumbent is responsible for checking all forms and evidence submitted for completeness and accuracy and routing to the proper element. Facilitates workflow within team and among other teams through use of COVERS. Generates various types of correspondence to claimants and beneficiaries. The incumbent also provides general administrative and clerical support for the Supervisor and staff members of the team to which assigned.

Member 4 copy of your DD 214 showing character of discharge from military service and if applicable, a completed SF-15, Application for 10-point Veterans Preference; and a letter from the Department of Veterans Affairs (VA) or Armed Forces branch certifying receipt of service-connected disability, award of the Purple Heart, or receipt of nonservice-connected disability pension if applicable. 



4.   Former Federal employees must also submit a copy of an SF-50, Notification of Personnel Action, which verifies your current/highest title, series, grade and status.  A copy of your most recent performance appraisal is also required.



5.   Displaced employees under CTAP or ICTAP must provide proof of eligibility for the special selection priority by submitting a Reduction-in-Force (RIF) separation notice, certification of expected separation, or similar agency certification.



6.    Narrative response to the six rating factors.



7.    If substituting education for experience, you must submit legible copies of college transcripts.  If selected, an official transcript must be submitted before entrance on duty.

To qualify based on experience:

GS-5 - One year of specialized experience equivalent to the GS-4 level.

GS-6 - One year of specialized experience equivalent to the GS-5 level.



Specialized experience:  Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Such experience may have been gained in positions such as Claims Clerk/Assistant, Eligibility Clerk, or Program Assistant.

To qualify based on education:

GS-5:  Successfully completed four years above high school.

GS-6:  Not applicable at this grade level.
