The Defense Logistics Agency (DLA) is a U.S. Department of Defense (DoD) agency. DLA provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. It also provides logistics support to other DoD Components and certain Federal agencies, foreign governments, international organizations, and others as authorized.

Applicants who are entering or reentering a Department of Defense Civilian Position in the GS-1102 series must: possess a baccalaureate degree from an accredited educational institution, and, have completed 24 semester hours in any of these business-related subjects: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.
Current civilian personnel in Department of Defense, who occupied GS-1102 positions or contracting officer positions with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from this (Basic Requirement) requirement as it applies to civilian positions.
All applicants must meet the basic requirement as described above. In addition, applicants must demonstrate possession of one year of specialized experience equivalent to at least the next lower grade level. One year of specialized experience equivalent to the next lower grade level for you are applying or which is in or directly related to the line of work of the position. Qualifying specialized experience would include procurement of supplies, services, construction, or research and development using formal advertising or negotiation procedures; the evaluation of contract price proposals; and the administration or termination and close out of contracts. The work requires knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factor, and requirements characteristics.
In addition to the requirements listed above applicants must possess the following Selective Placement Factor (SPF): Both knowledge and experience with DoD contracts which includes a working knowledge of the Federal Acquisition Regulations and DoD Federal laws and regulations.
