The Indian Health Service (IHS), an agency within the Department of
Health and Human Services, is responsible for providing federal
health services to American Indians and Alaska Natives. The IHS
provides a comprehensive health services delivery system for
American Indians and Alaska Natives with opportunity for maximum
tribal involvement in developing and managing programs to meet their
health needs.

The purpose of this position is to provide professional accounting
services in preparing, summarizing, and maintaining the timely and
accurate financial reporting requirements for the Billings Area
Indian Health Service. Primary responsibilities are in relation to
the General Ledger Module and Cash Management functions of the
United
Financial Management System (UFMS).

Major Duties

Primary responsibilities are in relation to the General Ledger module
and Cash Management functions of the Unified Financial Management
System (UFMS): Ensures ongoing required functions are performed
correctly within UFMS. General Ledger Unit Roles: Ensures that all
monthly/quarterly/annual reports and/or reconciliations are
accomplished by the required due dates as established by IHS, DHHS,
OMB and Department of Treasury. Participles wtih the FMO or serves as
alternate in meetings and contacts needed to confer and resole
financial and accounting issues. Provides assistance/training to
staff. Exports the accounts payable interface reports for Contract
Health Service and Fiscal Intermediary. Directs and/or undertakes
special studies and assignments involving the investigation and
resolution of special accounting problems. Ensures general ledger
collections, contributions, etc., are realized in the correct
revenue/reimbursement accounts and subsequent projection/non-
projection expenditures are in accordance with regulatory
requirements of appropriations and memorandums of agreement.
Coordinates the initiation of Intra-Agency payment and collections
(PACs). Researches and prepares necessary accounting system
corrections, adjustments and/or Journal Vouchers (JVs). Works with
FMO, Budget Office and Financial Management Specialists in
identifying and recording JV's needed to resolve operating plan and
expenditures variances. Devises, maintains and enhances recurring and
ad-hoc database queries and reports. Internal Control Program
Reviews, Annual Audit Samples: Advises and assists the FMO in the
analysis of accounting regulations and directives. Conducts reviews,
analyses and random sampling audits. Develops written procedures,
methods, and guidelines. Prepares and conducts informal/formal oral
presentations. Certifying Officer: Receives invoices, receiving
reports and other fiscal documentation for payment requests. Insures
correctness of invoices and supporting documentation. Verifies and
audits amounts shown on payment against obligations and receiving
report documents. Determines payments are in accordance with terms
and conditions of contractural agreements and applicable regulations
are not precluded by law. Suspends and/or disapproves items of cost
which lack adequate supporting documentation. Supervisory
Responsibilities: Performs the full spectrum of supervisory
responsibilities as a first line supervisor.

Qualifications

TIME IN GRADE REQUIREMENT: Federal status applicants must have


completed at least 52 weeks of service in a position no more than two


grades lower than the position to be filled. If selected under


the Excepted Service Examining Plan, individuals may be appointed


without regard to time-in-grade requirements.




GS-7: 1 year of graduate level education or superior academic


achievement


GS-9: 2 years of progressively higher level graduate education


leading to a master's degree or master's or equivalent graduate degree


GS-11: 3 years of progressively higher level graduate education


leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree




Graduate Education: Completion of graduate level education in the


amounts shown, in addition to meeting the basic requirements, is


qualifying for positions at grades GS-7 through GS-11 if it provided


the knowledge, skills, and abilities necessary to do the work. One


year of full-time graduate education is considered to be the number


of credit hours that the school attended has determined to represent


1 year of full-time study. If that number cannot be obtained from the


school, 18 semester hours should be considered an academic year of


graduate study. Part-time graduate education is creditable in


accordance with its relationship to a year of full-time study at the


school attended.




GS-07: 1 year of specialized experience equivalent to at least GS-5.


GS-09: 1 year of specialized experience equivalent to at least GS-7.


GS-11: 1 year of specialized experience equivalent to at least the


next lower grade level.




Specialized Experience: To be creditable at the GS-7/9/11, the


candidate must possess one (1) year of specialized experience that is


in the same or similar work equivalent to the next lower level (GS-


9/11) within the Federal system, or at the level that clearly


demonstrates the candidate's application of the knowledge, skills,


and abilities as described within this announcement.




Specialized experience is: Knowledge and ability to apply generally


accepted accounting principles, theories and methodology to financial


reporting, auditing and compliance, agency budget structure,


understanding of the interrelationships of all transactions on the


general and subsidiary ledger accounts. Ability to analyze computer


generated reports, determine the nature of the identified problems


and rectify the problems, provide professional level guidance and


assistance to lower graded accounting technicians and personnel in


all levels, provide professional level oral presentations and written


business correspondence, prioritize workload to meet established


report and reconciliation deadlines, in addition to responding to


continual requests for assistance and information, establish and


maintain effective working relationships, resolve complex or


controversial issues and/or problems and provide advice and


assistance on matters of equal difficulty.Positive Education RequirementsThis position has specific
