such essential public facilities and services as water and sewer
systems, housing, health clinics, emergency service facilities and
electric and telephone service. We promote economic development by
supporting loans to businesses through banks and community-managed
lending pools.
The purpose of this position is to assist Area Office loan
specialists by performing administrative duties related to loan
making/servicing assignments. Duties involve reviewing loan and
grant applications and pre-applications for completeness, assisting
to assemble loan dockets, and reviewing applicant/borrower files for
compliance with program requirements. The employee answers general
inquiries about loan/grant programs updates/maintains computer-based
data systems, and drafts/types routine correspondence. The employee
also assists office staff to market lending programs available from
the Agency and with outreach efforts intended to generate funding
requests for rural development initiatives within the State.

Major Duties

Handle administrative aspects of loan/grant making and loan
servicing
to include reviewing loan/grant applications and pre-applications
for
completeness; Ordering credit reports; Assist in assembling loan
dockets and check for regulatory compliance; Work closely with
contractors, closing agents, realtors, lenders and partners; Review
reserve requests, rent change increases, and utility consumption
information; Prepare Rental Assistance (RA) agreements; Issue task
orders involving servicing actions for Agency-owned properties;
Balance supervised bank accounts; Monitor and review constructions
loans for partial payment estimates, change orders, and cost
certifications; Obtain and review construction warranties and
schedule follow-ups; Prepare DOL notices; Obtain and review
insurance
and bonding; Answer loan/grant program inquiries to include
operating
practices, the status of pending projects, and other issues; Share
information and explains program eligibility requirements to
loan/grant applicants and borrowers; Contact first-year borrowers to
set up payment arrangements if loans go delinquent; Enter computer-
based data and update database systems, lists and reports; Type
correspondence and draft routine letters; Establish and maintain
program and office files, procedure manuals, and reference materials.

STEP THREE - Vacancy Specific Questions
You will answer vacancy specific questions necessary to evaluate
your qualifications for the specific job to which you are applying.
When completed, the information you provided at USAJOBS and the
answers to the vacancy specific questions will become your

STEP FOUR - Faxing Supporting Documentation

STEP FIVE - REVIEWING AND SUBMITTING YOUR APPLICATION

Qualifications

Applicants must meet all qualification and eligibility


requirements for the GS-1101 series set forth in the OPM


Qualifications Standards by the closing date of the announcement.




At the GS-5 level: One (1) year of specialized experience


equivalent to at least the next lower grade (GS-4) in the Federal


service. The above qualifying experience at the GS-05 level could


have been under close supervision and limited to various routine


assignments. or, at the GS-05 level, you may substitute


successful completion of four years of education above the high


school level in any field. (Education must have been obtained in an


accredited business, secretarial, or technical school, junior


college, or college or university.) Applicants wishing to


qualify by education alone MUST provide a copy of your


college


diploma or a list of all college courses with grades and credits


(indicate quarter/semester hours and GPA, names of all colleges and


universities attended including city, state, major(s) and type and


year of degree(s) received.) A certified copy is not required.


A combination of education and experience may also be used at the GS-


05 level to meet total qualification requirements.




At the GS-06 level: One (1) year of specialized experience
