The Office of Administration's mission is to provide support services to over 8,000 Headquarters and field office employees. Some of the services that we provide are security, building services, human resource management, employee training, and management of grant programs.

This position is located in the Office of Human Resources (OHR) and reports directly to the Deputy Assistant Secretary for Human Resource Management.  The Director, OHR, serves as the principal advisor to both the Assistant Secretary for Administration and the Deputy Assistant Secretary for the agency’s Strategic Human Capital Management Plan, Human Capital Accountability System, Succession Management Plan, and workforce analysis and planning efforts.

Major Duties

The Director provides leadership in linking the development and implementation of human resources policies, plans, strategic goals and objectives to the Department’s mission.  The incumbent will serve as the principal advisor to the Assistant Secretary for Administration and the Deputy Assistant Secretary for Human Resource Management on the agency’s Strategic Human Capital Management plan, human capital assessment and accountability system, and workforce planning and analysis.  The incumbent directs the human resources management program for the Department, including policy formulation, program development and operations pertaining to recruitment, employment, staffing and merit promotion, organization design/position management, classification and pay administration, benefits counseling, labor and employee relations and services, performance management, incentive awards, executive personnel, and special employment programs as well as administration of the Department’s Employee Assistance Program and Drug Free Workplace Program.  The incumbent also manages human resources information systems through the HUD Integrated Human Resources and Training System.The Director represents the Department with other agencies on human resources matters and initiatives, and collaborates with senior management and collaborates with senior management in determining the Department’s role on internal and Office of Personnel Management policies impacting human resources programs.

What To Expect Next:

Once the selectee accepts a tentative job offer, the selectee’s application will be forwarded to the OPM Qualification Review Board (QRB) where the selectee’s ECQs must be reviewed and approved as a prerequisite to the official job offer (unless the selectee is a current career SES member, SES reinstatement eligible, or is an OPM-certified graduate of an SESCDP).  Upon receipt of OPM QRB approval, at this time, all applicants will be notified of the outcome.

Mandatory Technical Qualifications:

1.      Knowledge of key functional areas of human resources management, i.e., compensation, employee relations, labor management, performance management and recruitment.

2.   Skill in developing and implementing human resources strategic planning techniques linked to an organization’s human capital plan and human capital assessment and accountability system.

3.  Ability to provide guidance, direction, coaching, counseling and coordination for human resources staff.

4.  Skill in managing and implementing an organizational vision that has focused on improving customer relations and service delivery within the context of an operations environment.
