Major Duties

Evaluates the effective, efficient, and economical viability of SRM and MILCON projects
for military fuel systems in the Defense Energy Support Center-Pacific (DESC Pac) and
PACOM area of responsibility by reviewing DD Form 1391s and other documents reflecting
requirements for SRM and MILCON projects.  Identifies questionable items or other
evidence of deficiencies in operations and recommends necessary action to rectify them. 
This typically involves determining the corrective actions necessary and arranging with
major commands and base level fuels and engineering personnel for their accomplishment. 
Travels to individual installations and provides necessary recommendations and guidance
to Government personnel.  Based on review of project submittals or personal visits,
recommends changes to DD Form 1391s, government cost estimates and other related
documentation.  Incumbent, in cooperation with the DESC-Facilities Program Management
Office, DES Installations, service control points, PACOM Joint Petroleum Office, DESC-
Pacific, and Major Service Component representatives in the Pacific, assures that the
PACOM Area of Responsibility SRM and MILCON Program supports Command goals and
objectives.            

Participates in the development of SRM and MILCON projects for military fuel systems in
the assigned areas or responsibility.  In collaboration with the Military Services,
participates in the development of near and long term requirements, and initial and
recurring submittals of SRM projects to accommodate operational requirements in assigned
geographical area.  Participates in continuous analysis and review of the maintenance
and repair program.  Assists in the development of requirements and provides oversight for
in progress SRM projects.  Makes recommendations for maintenance and repair solutions when requested.  Reviews plans and specifications and coordinates all locally available information relating to SRM and MILCON projects.  Provides onsite support at fuel facilities by reviewing SRM projects construction progress and quality.    Represents DES-Pacific and DESC-Pacific (as requested by DESC-F at project design and construction meetings and permit-coordination activities with outside agencies, organizations, Host Nation Government bodies, Installation Commanders, etc.).  Collaborates with HQ DESC Offices, DESC-Pacific and/or DES Installations in the development of long range minor construction and MILCON Projects bulk terminal facilities committed to DLA by the Military Services for operation and maintenance.  Participates in design conferences and certification of project completion.  Incumbent participates in the development of long range goals and objectives for the PACOM fuel facilities.    Assists in negotiating with contractors as requested.   Provides technical expertise in negotiation and maintenance contract services.      

Participates as a technical specialist in on site design and construction conferences;
pre-award surveys to evaluate adequacy and suitability of submitted and approved projects.  Assists the fuels and engineering personnel in evaluating designs and construction as requested.  Monitors design and construction to determine adherence to quality control.  Recommends corrective actions as required.  

Participates as required by the DESC Pacific Commander in the analysis of the
operational aspects of assigned facilities to include implementation of the safety, security, and
environmental programs for the DESC Pacific.  Monitors these programs at Government
Owned Government Operated (GOGO), Government Owned Contractor Operated (GOCO), and Contractor Owned Contractor Operated (COCO) facilities.  Coordinates with appropriate program managers at DLA and tailors the safety, security, and environmental programs to meet Command requirements.  Conducts site visits for operational adequacy inspections of storage facilities.  Conducts on-the-spot inspections and analyses of terminal facilities and supply distribution systems.  Evaluates the adequacy and suitability of fuel facilities and handling procedures as to capacity, capability, safety, security, and ecological standards.  Evaluates procedures and standards in fuel and engineering personnel to follow regarding terminal operations, maintenance, fire protection, security, safety and ecological standards.  Reviews distribution system requirements and capabilities, and provides options and technical recommendations to resolve fuel system deficiencies.  Monitors and resolves problems inherent with the management of petroleum storage facilities terminals which involve contract operations and maintenance, facility maintenance and improvements, mission accomplishment, mission changes involving facility modifications, new products, customer support, etc.  Recognizes potential operational and maintenance deficiencies and provides corrective actions.  Analyzes distribution system capability alternatives and innovations in facility management in view if changing customer requirements to ensure the most economical and efficient petroleum storage and distribution support provided.   Applies knowledge of NEC, OSHA, NFPA, OEBGD, and API standards as they apply to a wide range of petroleum facility requirements and
problems. Provides technical advice relating to fuel facility projects and petroleum systems. Participates as a functional specialist in the conduct of surveys to evaluate
adequacy and suitability of fuels personnel operation and handling procedures as to capacity, capability, safety, security, and ecological standards.  Assists in negotiating with contractors as requested.  Provides technical expertise in negotiation and maintenance contract services.  

Serves as advisor and consultant for fuel facility matters to the DES-Pacific Site
Director, DESC-Pacific Commander and to the various commanding officers at the fuel
facilities operated by Military Services.  Makes recommendations regarding retention,
construction, acquisition, modification or disposal of fuel facilities and equipment as
an authoritative expert in fuel facilities management. 
Physical Demands:
Work is mostly sedentary; however, incumbent must be physically capable of ascending/descending storage tank stairs, truck/rail/barge loading facilities and fueling piers and be able to carry light objects such as briefcases, cameras, notebooks, etc. Frequent TDY also imposes additional physical demands.
Working Environment:
Most work is performed in an office setting, but there is exposure to conditions and facilities under inspection, construction, or repair.

Qualifications:




To qualify, you must possess 1 year of SPECIALIZED EXPERIENCE that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. Examples of qualifying experience are: provide a staff specialist with technical and operational expertise in all matters relating to the management and operation of bulk petroleum storage facilities issues and projects located throughout the Pacific Command (PACOM); to prepare a variety of studies and analyses of costs of existing and alternative operations, to analyze short, mid and long range bulk petroleum storage and fuel distribution requirements for the Department of Defense in PACOM; to analyze instructions and standards for the operation of fuel facilities; to develop short, intermediate and long-range maintenance and repair requirements for the efficient operations of the fuel terminals; to determine and evaluate actions necessary to correct facility or operational deficiencies; participate in the review of specifications and designs related to fuels Military Construction (MILCON) and Sustainment, Restoration and Modernization (SRM) projects; and to conduct frequent on-the-spot facilities inspections of on-going SRM and construction and environmental projects at petroleum terminal facilities. The incumbent's expertise covers a wide range of systems, that includes pump stations, pipelines and pipeline monitoring systems, bulk storage tanks, meters, additive injection systems, valves and piping, rail and truck loading facilities, remote operators, lighting systems, high-level alarm systems, cathodic protection systems, vapor recovery and disposal systems, and lighting and fire protection systems. Frequent TDY is required for onsite site visits, inspections, design and construction meetings and project closeouts.
