The Natural Resources Conservation Service provides leadership in a partnership effort to help people conserve, maintain, and improve our natural resources and environment. http://www.nrcs.usda.gov   The people of NRCS are recognized for their talent, dedication, and ingenuity in making the agency’s’ programs work.

This position is located in Malad Idaho.  Incumbent serves as District Conservationist for the Malad Idaho Field Office. The incumbent assists the Oneida Soil and Water Conservation District in carrying out a coordinated soil and water conservation programs.

Relocation expenses are NOT authorized.



Major Duties

1. Directs the field office operations, analyzes workload, develops annual and 5 year plans in cooperation with the Oneida SWCD, and establishes goals according to needs, priorities, available staff and other resources.  2. Directs a comprehensive program of conservation planning implementation and follow-up with district cooperators.  Provides for periodic review of conservation plans and progress made in applying conservation practices.3. Provides guidance to the governing bodies of the Oneida SWCD in the development of their programs.  Is responsible for administrative and management functions of the field office.4. Acts as NRCS representative for activities in various Farm Bill programs; and other programs of an interagency nature including technical oversights for the TMDL implementation, WQPA and 319 grant programs in the field office area.5. Provides assistance to sponsors of local, state, and federal conservation programs. Coordinates field office activities to accomplish scheduled workload in the project area.

Candidates must meet the basic eligibility requirements for the GS-457 series.

The qualifications for this position are described below and are published in the 'Qualification Standards Operating Manual'. See   http://www.opm.gov/qualifications/index.asp.

To be basically qualified for this job, you must have:

A. Degree: Bachelor’s or higher that included a major field of study (including 300 and 400 level courses) in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science

- OR -

B. Combination of education and experience—at least 30 semester hours in one or more of the disciplines as shown in A above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. Qualifying education must include the completion of a major field of study for a bachelor’s degree as determined by the university attended (including 300 and 400 level courses). Partial credit for courses cannot be given.

If the titles of the course work you believe is relevant towards meeting the minimum education requirements do not obviously reflect the nature of the class work, please submit course descriptions from your college catalog or college professors.

In addition to meeting the basic entry qualification requirements, applicants must also have 1 year of Specialized Experience equivalent to the GS-09 grade level in the federal service. 

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled include:

GS-11: One year of specialized experience equivalent to the GS-09 level in the federal service. An example of qualifying specialized experience that would be creditable for this position is providing technical assistance and guidance to field personnel in carrying out comprehensive resource management systems for all grazing and forage lands.

- Developing conservation plans for individuals, groups of farmers and ranchers, and other land users.

- Assisting land users in applying conservation practices and systems including determining needs and feasibilities design and installation.

Work experience should include the application of techniques, principles, and methods from specialized fields such as agriculture and natural resources, soil science, forestry, agronomy or other experience relevant to the GS-457 series.

Education completed in foreign colleges or universities may be used to meet the above requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying.

You must be a U.S. citizen to qualify for this position.

You must have a valid state issued driver's license to qualify for this position.

The work involves regular physical exertion related to conservation work in an outdoor environment.  The work requires outdoor physical activities, such as walking and climbing for prolonged periods over rough terrain.

The work involves recurring exposure to operating agricultural equipment and adverse weather conditions.  The district conservationist travels on improved and unimproved roads.  Protective equipment is required on construction sites and while using off-road vehicles.
