Principal Purchasing Agent
DUTIES/RESPONSIBILITIES:
- Negotiates and legally binds the Corporation contractually with suppliers for materials and services, including the expediting for timely delivery, inspection, transportation, loading, and unloading of critical materials for major projects. The process includes assuring a fair and impartial bidding process, managing the costs associated with procurement of materials, warranty, acquisition and shipment of the materials, payment for goods, cancellation charges, liquidated damages, storage of goods, quality inspection and taxes associated with the process. Assist as needed to negotiate corrective action plans for failed materials or late delivery.
- Ensures that contracts contain standard Terms and Conditions to minimize risk to the Corporation, and that deviations from the standard Terms and Conditions are negotiated by a Purchasing Agent/Buyer, and that changes in contract terms, requirements, or work scope are agreed upon by all parties.
- Creates and maintains written documentation of all transactions as required by law. This includes consulting with internal as well as external authorities in matters of contract law and business matters.
- Provide oversight to purchasing activities performed by third party engineering firms and outsourced purchasing firms. Coordinates the integration of third party purchasing with in-house accounting and engineering functions. Ensures that the purchasing is done in accordance with established company policies and procedures.
- Responsible for developing and implementing an ongoing process for managing suppliers. This includes development of new supply sources, ensuring continuity of supply, consistency in quality, competitive pricing, etc. Could include on-site visits to manufacturers to verify capabilities, resolve issues or examine work in progress.
- Provide leadership to other buyers in the Corporation for the procurement of material/equipment for new engineering projects.
- Administers and manages the Approved Manufacturers List, and acts as an advocate for procurement standardization efforts.
- Assists in formulating procurement strategies for the procurement of many items that fall outside the scope of the typical purchase order model. Participates in various cross-functional teams to identify ways to improve operations and increase earnings for the Corporation.
POSITION REQUIREMENTS:
- Strong working knowledge of the Corporation’s purchasing function regarding competitive bid practices, purchasing strategies and business ethics
- Bachelor’s Degree in Business or Engineering or equivalent working experience in all phases of the purchasing field including negotiation, expediting, pricing, buying, analysis of bids, and familiarity with the Uniform Commercial Code and Contract Law
- Strong background in domestic and international sourcing of line pipe for the natural gas industry
- Strong background in domestic and some knowledge of international logistics
- Familiar with industry codes governing Interstate Gas Pipelines
- Strong PC skills, proficient in Word, Excel, and MS Outlook and specialized purchasing applications
- Ability to independently organize, prioritize and accomplish daily work
- Excellent typing, grammar, punctuation and spelling skills; accuracy is critical
- Excellent written and verbal skills required
- Strong negotiating skills
- Field experience with pipeline system and vendor facilities
- Proficiency with office equipment

- Excellent communication and interpersonal skills - Must be able to interface effectively with all levels of internal and external personnel
- Ability to work in a fast paced environment with multiple concurrent assignments
- Some overtime may be required
