The Technical Career Field (TCF) program selects qualified intern, apprentice and masters candidates for full-time two year positions that provide focused training in an occupation within the Veterans Health Administration (VHA).  The individual chosen for the training position is trained, coached, mentored, and supervised by a preceptor that is selected through an annual application process.  Interns who successfully complete the training will be eligible to apply for full-time position in the field or may be placed non-competitively into a permanent position.  The intern will be asked to sign a Mobility Statement of Understanding, with the Salisbury VA Medical Center.  Upon completion of the initial training program, applicants may be subject to accepting an assignment at any VHA facility.

Major Duties

The incumbent will be participating in a centrally funded and organized developmental program designed to prepare him or her to assume the responsibilities of a staff accountant, systems accountant or Chief of Accountant.  The incumbent is subject to gradually decreasing oversight as he or she develops the knowledge and skills necessary to perform the duties of an accountant.

Basic Requirements for the GS-510 series:



Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term 'accounting' means 'accounting and/or auditing' in this standard. Similarly, 'accountant' should be interpreted, generally, as 'accountant and/or auditor.')
OR

Combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;



A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

GS-7:  In addition to meeting the basic requirements, incumbent must have one year of specialized experience equivalent to the GS-5 grade level in the Federal service OR one year of graduate-level education or superior academic achievement.

GS-9:  In addition to meeting the basic requirements, incumbent must have one year of specialized experience equivalent to the GS-07 grade level  in the Federal service  OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree

Specialized experience would typically be experience in work in this field or a related field which included working with accounts payable, accounts receivable, double entry general ledger accounting or preparing financial statements.

Education:  All college courses/degrees must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement.)  Therefore, applicants must report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.  Applicants can verify accreditation at the following website:  http://www.ed.gov/admins/finaid/accred/index.html  All education claimed by applicants will be verified by the appointing agency accordingly.
