About the Position: Supervisor assigns projects in terms of scope, general objectives, and time limitations. The employee independently plans and carries out the work, but the supervisor is available for consultation on novel design features. Completed work is reviewed generally for soundness of overall approach, effectiveness in meeting requirements or producing expected results, the feasibility of recommendations, and adherence to requirements. The work of this position includes responsibility for analyzing, managing, or performing work necessary to plan, design, develop, acquire, document, test, implement, integrate, maintain, or modify systems for solving problems or accomplishing work processes by using information technology (IT) systems such as computers, servers, routers, etc. Provide technical guidance in the design, coding, testing, and debugging process.

Major Duties

Reviews IT programs to assess overall compliance with IT plans and policies and alignment with business requirements. Modifies IT plans and policies to respond to changes in the organizations business requirements and processes or changes in legislation or regulatory requirements. Evaluates the impact of new guidance on current programs and recommends changes to existing plans and policies to ensure compliance and responsiveness. Audits requirements for IT computer systems including specifications for individual systems and agency policies and procedures for specific IT functions such as security or systems development. Prepares and delivers presentations to management on audit findings. Analyzes user requirements, system documentation, and operational conditions to determine if the system meets business and mission needs and is operating as intended. Prepares capital investment plans to support the organizations mission.

General Schedule NEPOTISM: Employees who have a relative in the office where this vacancy exists may not be eligible to apply under the provision of Title 5, U.S. Code 3ll0. This position is exempt from the Fair Labor Standards Act. To qualify at the GS-13 level, Applicants must possess one year of specialized experience at the GS-12 level. SPECIALIZED EXPERIENCE: Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience are, but not limited to: 1)Planning and coordinating the design, development, testing, and installation; 2) Configuration management, and commercial software documentation. 3) Analyzing customer requirements; developing specifications for new or modified systems. 4) Troubleshoots post-installation problems, and coordinates the technical support of deployed applications. The following summarizes the qualification standard for this position found in the Operation Manual of Qualification Standards for General Schedule Positions that is published by the Office of Personnel Management. There is no substitution of education for experience at this level.
