A global leader in Engineering, Construction, and Operations is looking to hire a Business Process Analyst.
General Statement:
This position is responsible for the development of Business Process definition and layout by participation in Systems Development efforts with other departments.
The Analyst also collaborates with other departments on special projects to support the development of processes and operations.
This position also is responsible for:

Managing software implementation projects
Working with Vendor Project Staff and City Staff
Representing the cities to which they are assigned

Essential Duties and Responsibilities:

Process Mapping – Maps current business processes to provide a foundation for defining business activities; uses business process maps to develop procedures, models, and operational processes.
Process Modeling - Models business processes as they are currently enacted, assesses the quality of those business processes, and collaborates with the stakeholders to identify improvements.
Information Modeling - Designs information models and does the following:

Identifies all required information fields.
Develops methods for systematically capturing and storing that information in system tables and models.
Establishes and maintains Record Management standards for the business function.

External Reporting - Responds to external inquiries for information, as well as the following:

Works with external agencies, utilities and various government entities to clarify the information request.
Subsequently works with appropriate systems to extract the information.

Software Implementation/Support - Manages a software application implementation from planning to execution, through transition to Application Support.
Group Liaison - Serves as a liaison between various groups to develop policies and facilitate the implementation of system modules, models and/or enhancements, and work with technical and non-technical staff, as well as inter- and intra-department personnel.
Application Oversight - Develops and maintains procedures for maintaining information in systems.

Researches available information and standards for maintaining such information.
Writes procedures.
Communicates and collaborates with technical and non-technical staff.
Implements new procedures upon approval.

SDLC Participation - Participates in related Systems Development efforts, as needed, in order to provide input and contribute to a comprehensive development strategy.

Participation typically involves attending committee meetings and providing a contribution from the perspective of cross-departmental functions.

Project Definition - Provides assistance to the business in drafting or reviewing work requests by ensuring that they contain a clear definition of the request and potential benefits.
Project Requirements - Works with the corresponding business groups to understand, document and validate their requirements for change. Then, expounds those business requirements, using Best Practice templates/precedents, in a statement of requirements.
End-user Training - Provides training and orientation for department staff in the use of system models to extract data.
Subject Matter Expert - Has ability and desire to learn selected application packages in order to become a Subject Matter Expert/Point of Contact for questions and resolution of issues.
Provides training and orientation for Department staff in the use of system models to extract data.
Performs other similar duties as assigned.

Some travel may be required, including local travel between sites and up to 40% during deployments.

Required Skills for this Business Process Analyst position include the following:
Basic Qualifications

Bachelors degree
Three (3) years experience with business or systems analysis within SDLC environment; transferable skills gained in another role (such as Project Management or Functional Lead) will be considered
Full lifecycle implementation experience – exposure to off-the-shelf software package implementations
Experience as a team member on at least two (2) SDLC projects led by a Project Manager
Strong decision-making and problem-solving skills – i.e. ability to proactively solve problems by gathering, absorbing and analyzing often complex information to solve work-related problems and make appropriate recommendations
Excellent analytical and organizational skills
Ability to develop and maintain strong relationships with internal and external sources
Communication skills - i.e. ability to listen, question and communicate in a clear and logical manner, tailored to the audience
Excellent documentation skills
Team player - i.e. ability to work collaboratively with others in order to achieve team goals
Self-management and organization skills - i.e. ability to plan and organize own and others' time in order to meet business priorities; this also involves the drive to do things better by setting and achieving challenging goals

Preferred Qualifications

Bachelor's or Master's degree in Computer Science, Management Information Systems or a related field
Customer-facing project experience
Experience with city/government operations, including areas such as Finance, Administration, and Community Development or Public Works functions
Five (5) years of experience in Business Systems Analysis, Software Development, Installation and Project Management
Vendor relationship experience with Application software
Document Management Systems experience
PMP/Six Sigma exposure
