The Africa Center for Strategic Studies is a unique agency within the United States Department of Defense that serves as a link between military and civilians involved in the security sector from across Africa, Europe, and the United States. The Africa Center’s main goal is to bring people together to create and maintain a global network of professionals with a shared commitment to addressing security-related challenges in Africa. A primarily academic institution, the Africa Center organizes programs that allow participants to examine complex issues and seek their own solutions. Although headquartered in Washington DC on the campus of the National Defense University, the Africa Center holds many of its seminars on the African continent.

Major Duties

Provides administrative, clerical, and technical support for the Academic Affairs Section using a variety of processes, methods and techniques. Performs daily administrative support to include attending staff meetings, filing, note-taking, and drafting and handling correspondence. Incumbent renders support for program development and execution. Provides additional operational, technical, conference, and facilities support functions as necessary to ensure mission completion. Provides on-site program, operational, and research support, as needed. Creates and maintains the Academic Affairs Resource Center serving as liaison for procuring academic materials. Develops and maintains filing and record-keeping systems (paper and electronic) that allow for archiving, while facilitating ready access for purposes of day-to-day program development, management and execution. Modifies archiving processes to meet growing institutional needs. Ensures archive integrity.  Creates and maintains Academic Affairs databases on publications, potential attendees, faculty and guest speaker presentations, travel and other logistical information. Develops and monitors databases of resource persons engaged by the Africa Center (includes data entry and updates of adjunct staff including facilitators, guest speakers, and note-takers who have worked with Academic Affairs) to include contact details, biographies, institutional affiliations and thematic/regional expertise. Establishes contacts by telephone, fax and e-mail. Works directly with faculty, program managers and the Research Director to support the development and execution of non-core academic curriculum and programs such as seminars, workshops, courses and the research program.  Supports the Academic section by working collaboratively with faculty and program leads to research, identify, contact and invite adjunct faculty, guest speakers, note-takers, and other staff needed to support Africa Center programs. Provides additional research support to faculty and Deans (conducting Internet and library searches on specific security issues, writing synopses of articles, conducting background research for faculty lectures and presentations, etc.) for curriculum development purposes.  Works with faculty on the development, formatting, and preparation of documents, presentations, and syllabi.  Formats and prepares documents and presentations and compiles syllabus binders with attention to prescribed procedures and protocols for branding and quality control purposes. Serves as primary point-of-contact for the Academic section to other sections and augmented staff (adjunct faculty, guest speakers, note-takers, interpreters) on all operational, logistical and non-content related issues during the development and execution of assigned ACSS academic programs. Serves as the support staff representative on ACSS project teams, coordinating within the Africa Center as well as with other organizations on event planning and preparation of operational matters related to the academic program schedule, adjunct faculty, guest speakers and note-takers.  Explains and reports on academic section logistical requirements and processes, and conveys and/or responds to information associated with event logistics and planning.  Provides note-taking support during Africa Center programs and events.  Provides oversight and direction to temporary employees and note-takers during the execution of academic programs as needed.  Works to resolve Academic Affairs logistical, travel, and operational issues related to programs to which incumbent has been assigned. Arranges all aspects of travel to include coordination of complex itineraries; making air/ground transportation arrangements; hotel reservations; and preparation of materials according to established guidelines.  Responsible for scheduling travel for personnel within section using automated travel system (Defense Travel System).Drafts and finalizes program-related correspondence and after-action reports. Assists with program close-out activities (to include proof-reading, formatting documents, analyzing and writing evaluation reports, following up with guest speakers and facilitators, attending preparatory meetings, etc.), as needed

Qualifications

One (1) years of Specialized Experience equivalent in level of difficulty and responsibility to that of the next lower pay band in the federal service or comparable in difficulty and responsibility to the equivalent pay band level if outside the federal service which demonstrates the ability to perform the duties of the position.

Specialized experience is defined as experience which provided the applicant with skill in applying accepted organizational and administrative concepts, practices, and procedures in order to effectively plan, organize, and complete work projects in a multi-cultural environment. The ability to speak and write in French or Portuguese is highly desirable. In addition, working for an Africa related organization is desirable.

Examples of specialized experience include: effectively carrying out and managing administrative support functions and coordinating work requirements within an organization; Working to resolve logistical, travel and operational issues for events or conferences; and Developing, formatting and preparing documents and presentations.

Position will be filled at the lower range of pay band YB-02

Qualified applicants will also possess the quality of experience as it relates to how closely or to what extent an applicant's background, most recent experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills, abilities and competencies within the body of their resume to demonstrate that they have mastered the competencies required to successfully perform the work of the position at the appropriate level to be qualified for the position.

Competencies:

1. Demonstrated organizational skills, initiative, and ability to manage multiple tasks and deadlines and to effectively respond to changing priorities.

2. Knowledge of the capabilities, operating characteristics, and advanced functions of a variety of types of office automation software and knowledge of similarities, differences, and integration of the different software types. Proficiency in use of Microsoft Office Suite (especially Word, Excel, Project and PowerPoint) as well as knowledge of internet research tools.

3. Knowledge of records management principles, concepts, and techniques sufficient to coordinate records management program activities, to include experience in electronic and paper archiving and record keeping.

4. Skill in both oral and written communication with demonstrated ability to express clear, concise concepts and findings. In addition, applicants must demonstrate background and tact sufficient to deal with individuals or groups representing widely divergent backgrounds, interests, and points of view effectively.

5. Experience conducting research related to African issues and an interest in and knowledge of U.S. Foreign/Defense Policy and security matters (e.g. counter-terrorism, national security strategy, human security, civil-military relations, defense economics, conflict management, arms proliferation, etc. ) particularly as it pertains to Africa.



SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

One (1) year of graduate education in a related field may be substituted to meet the specialized experience required. To be creditable, education must have been obtained in an accredited college or university.
