Client is an electronics manufacturer located in State College, PA. They are looking for a Quality Engineer for a direct placement opportunity. Ideally, candidates will have BS Degree in engineering discipline, 3-5 years as a quality engineer in an electronics manufacturer and ISO manufacturing facility. ***CANDIDATES MUST BE ABLE TO OBTAIN US SECURITY CLEARANCE*** More details below:
I. Summary:
Support the continual improvement of our Quality Management System through active participation in the internal and external audit processes, issuance of corrective and preventive actions, supplier quality evaluations/qualifications, process monitoring, and process improvement projects.
II. Essential Duties and Responsibilities:
Quality Management System Support
-Fill the roll of ISO 9001:2000 facility representative for external registrar audits.
-Define and manage the internal audit program and act as lead auditor.
-Provide internal auditor training for new internal auditors.
-Evaluate internal audit reports, assign corrective and preventive actions, and document final audit reports.
-Organize and lead quarterly Quality Management System reviews with the staff and document meeting minutes.
-Assist in the evaluation of potential suppliers.
-Communicate with suppliers on their quality performance.
-Maintain and adjust the incoming inspection plan as needed.
-Process defective parts for routine segregation, documentation, and correction.
-Provide data collection services for the Staff.
-Perform other work needed by the quality department as needed and defined by the Operations Manager.
-Operate in the role of QC Inspector I, as needed.
-Work in incoming inspection, and shipping inspection as needed.
-Work on other quality system projects as required by the Operations Manager.
Process Improvements
-Assist the Operations Manager with training such topics as IPC-A-610, Component Identification, ESD, ISO Employee Awareness, Repair of Electronic Assemblies, Solder Training, etc.
-Conduct process improvement experiments as designed by the Operations Manager, collect data and analyze data and provide recommendations on outcomes.
-Work on selected process improvement projects as defined by the Operations Manager.
The Quality Systems Engineer is expected to provide a variety of support services to the quality department. The position consists of both routine responsibilities of quality control/assurance as well as specific assignments from the Operations Manager.

Creativity – Provides quality control solutions to help reduce the incidence of errors.

IV. Qualifications:
The requirements listed below are representative of the knowledge, skill, and ability required.
Education and/or Experience: Four-year degree in an engineering field with 2-3 years of quality engineering and continuous improvement in a manufacturing environment.
Language Skills: Able to read, write, and follow written and oral instructions. Able to effectively present information in one-on-one and small group situations as needed.
Mathematical skills: Able to add, subtract, multiply, and divide numbers and perform a variety of common statistical analysis of data sets.
Reasoning ability: Able to follow document control procedures. Able to understand the intent of management guidelines, and when management input is needed for a particular decision.
Computer Skills: A basic knowledge of the ERP system; able to communicate via email. Able to obtain drawings and Bills of Materials from the server. Capable of working with Microsoft PowerPoint, preferably to a high degree. Competent in Microsoft Excel, Word, and the use of Access queries. Basic knowledge of file manipulation in AutoCAD or PCAD.
Desirable Certificates and Licenses: ASQ CQE, IPC-A-610 certification
Supervisory Responsibilities: Quality Inspectors.
